Demand to tame Bhutan rivers: Bengal Irrigation minister seeks 'India-Bhutan joint river commission'


Bengal Irrigation Minister Rajib Banerjee yesterday said he would seek the Centre's intervention to form the "India-Bhutan joint river commission" so that floods caused by rivers or streams originating from the Himalayan country could be mitigated in north Bengal.
The demand has come after three north Bengal districts were flooded by rivers originating from Bhutan in the past two weeks. North Bengal development minister Rabindranath Ghosh yesterday pegged the total loss from the floods around Rs 1,000 crore.
"There are 72 rivers and streams which originate from Bhutan and flow through north Bengal (in the districts of Jalpaiguri, Alipurduar and Cooch Behar). There had been incessant rainfall in north Bengal but the flood was caused by these rivers. There is no barrage in any of these rivers in Bhutan, as a result of which several areas in north Bengal are flooded," Banerjee told journalists at Uttarkanya here after touring the flood-ravaged areas.
"Last year, we had taken up the issue with Union water resources minister and emphasised the need to form the India-Bhutan Joint River Commission to mitigate the flood. Some infrastructure like barrage should be built in Bhutan through bilateral talks. However, the Centre has not taken any initiative. Again, we had to face the same situation. After my return to Calcutta, I will speak to the Union minister again. I would also request the chief minister to take up the matter with the prime minister," he added.
Asked if the joint river commission would help check the flood, a senior official of the state irrigation department said: "Formation of such a joint body comprising representatives of two countries can help in the exchange of information on flood and rainfall on a regular basis. Also, there can be regular discussions on the aversion of inundation in areas downstream the Bhutan rivers, that is north Bengal. We can place proposals like construction of barrages and water reservoirs in Bhutan and at some locations of north Bengal to regularise the flow of water. If the joint river commission is formed, it can largely help in resolving the problem."

Woman With India and Bhutanese Citizenship Documents Arrested With Animal Parts in Dooars


A Bhutanese woman with alleged links with an international animal part smuggling racket was arrested yesterday and an ivory piece and her voter identity cards in both India and Bhutan were recovered.
Officers of Belakoba range under Baikunthapur forest division picked up Pem Chaki Sherpa, 42, from a bus bound for Siliguri.
Sherpa is a resident of Tsirang district in Bhutan. She, however, used to stay near Jaigaon, the town on the India-Bhutan border, in Alipurduar district.
"During interrogation, she has revealed that for the past five years, she has been into animal parts' smuggling. The woman has smuggled several animal parts like rhino horn, ivory, leopard skin and deer musk from Bhutan to countries like Nepal, Indonesia and Thailand and Hong Kong via Jalpaiguri and Siliguri," Sanjoy Dutta, the range officer of Belakoba, said.
As the foresters scanned her luggage, they found that she had voter cards of both India and Bhutan. "We have also seized some ATM cards, bank account documents she has in Bhutan and India, several visiting cards and contact numbers. We have approached the district election department of Jalpaiguri to verify whether her Indian voter card is original," the range officer said.
According to forest sources, Sherpa has the contact numbers of officials of the Indian Tourism Development Corporation, immigration department and prominent hotels in Darjeeling and Gangtok.
"We have also found contacts of many animal part smugglers and the bank account number of a businessman in Delhi. It seems she would deposit the money earned from the sale of of animal parts in this account. Even phone numbers of prominent shopping malls and jewellery stores in Bhutan and Bangkok were with her. All these have made us suspect that she is a major player in animal parts' smuggling and was operating from north Bengal. We think she had visited foreign countries and she is an important catch," said a forest officer.
Foresters said they would speak to central intelligence agencies to get to the root of the racket.
Sherpa was produced in the chief judicial magistrate's court in Jalpaiguri and remanded in 14 days' jail custody. She was charged under relevant sections of Wildlife Protection Act, 1972

Call it a weird statement from a hill based party or repeating what their masters have instructed them to convey, yesterday Jan Andolan Party President Harka Bahadur Chettri told the press that Bengal Government is likely to give "more power" to development board.
Following a rally by the Biswakarma Youth Association in Kalimpong, Mr. Harka stated "if the development board works properly then the Bengal government is keen to bestow more "powers" on them...:"
Mr. Harka further claimed that "[Bengal] Chief Secretary has already conveyed their intention to do so."

The Sishnu Chronicles – An Ode to 90s Parents and Teachers Writes: Bal Krishna

Growing up in Darjeeling today is very different than how we grew up. Today parents believe in raising their children in an environment so protected that even when they are wrong, they take a stand to protect them, and instead shift the blame on others. We didn’t have that luxury. Our parents believed in the hearts of their heart that only an anvil and a hammer can make a crooked iron straight. For them we were crooked iron that needed hammering every once in a while.
Among the very dreaded tools used to straighten us up, perhaps the “Bata ko Chapli –flip flops from Bata” was the most common, every mother would always have it “handy or feety” for they would be wearing them and whenever they felt the need, in a blinding movement, the chapli would be out of their feet and onto our head, before we even realized what happened.
“Pani le ta chora… go fetch some water son” mom would say
And being the lazy kind, I would respond, “aaachhhh ek chin ma lyaunchu – in a bit”…
All I would see was a moment of flash, and Bata ko Chapli ko chaap on my gala.
That would sort me out immediately, my vigour recharged… I would call out truce
“Khai jarkin… khai jarkin?”
I am sure many must have lived these moments.
God forbid if anyone had family in the army, they would bring back Kohlapuri Chappal and that was more painful, cuz they were made of pure untreated leather... more painful and much more effective than Bata ko Chapli 
But even before the Bata ko chapli, some of the most classic tools used to straighten us didn’t need any external devices. I don’t know anyone from Darjeeling who hasn’t lived through the phases of Toksing, Thappar, Ghussi, Kaan Tannu, Khatana (hair on your temple) Tannu and Laat… I am certain; my mom could have easily taught Bruce Lee a shot or two from these wide array of handy means to subdue a wayward opponent.
I remember to this day my 1st ever Mukh Chyateko – the one where Mom would put her two index fingers into our mouth and pull them in opposite directions, till our mouth was on the verge of tearing apart and we’d cry for mercy. What an ingenious way to make a mukhale chora/chori learn some manners.
I was very young, must have been 5 or 6 years old, and we had a function in our house. One Gaon ko Badi called me and I must have pretended not to hear… so she called me two or three time and finally when I looked up she was annoyed, so she said, “eta munti bhaneko suninas?”
I was a little dumb to begin with when it came to manners, and my mouth would shoot off stuffs, without my brain registering it till about 5 seconds later. So habitually, without realizing what I was saying, I said, “Tapai nai muntinos na eta…” on top of my voice.
I could hear the whole room go silent. Literally, there was a hushhhhhh in the room.
I knew, I was in trouble.
Then Mom came rushing towards me, “K hare? Badi lai K hare?” and then she Mukh Chyatus mine… I have never forgotten that incident, cuz that aligned my mouth to my brain connection and I started to think before speaking out.
What a cure that was.
Ekkai khep ma jati bhaye mo.
Today, they say “corporal punishment” is illegal. During our times, our parents would make sure to tell our teachers, “Ghar ma tyaakai terdaina, Sir alik tapai le thik pari dinu hos ta…. He doesn’t listen to us at home, please teach him some manners,” and they would say that in front of us. Imagine a parent giving carte blance – blank cheque to the teachers to “Thik Parus” us.
“Kaath ko Feet – wooden ruler” was perhaps the most common tool to straighten a crooked student in school. From anyone making noise in the class, to not completing home work, to not wearing proper uniform – three to five hits from the “Kaath ko Feet” would be the standard cure. Next day, all homework completed, proper uniform worn, no noise making in the class.
At times they would put pencil or pen between the fingers and push the fingers together, oh the horror of it. I still shiver at the sheer ingenuity of that trick.
I honestly feel our elders were geniuses in Psychological treatment of a wayward child.
Then there was this one time, I was still a kid, on a Sunday, walking towards Chowrasta with two of my friends, and as we started to walk up from Club Side (right below Keventers), someone from the road above dropped a lit cigarette butt. I picked it up, and my friends dared me. So I took a drag. The moment I did that, they said they would tell my Mom, I had smoked a cigarette, and they did (they are no more my friends).
Once we arrived at home, my Chema found a piece of Kalo Polythene ko Pipe, and the beating I got that day with it. I haven’t smoked till today, and has helped me turn into an environmentalist, for I hate everything plastic. No plastic bags, no plastic buckets, and more importantly - no plastic ko pipes around.
As I grew older, my nature and extent of naughtiness spiked. One time a few of my friends, my elder brother and I ran away from school (school bhagera) to go swimming. None of us knew how to swim, but we all went to a khola nearby. When we got back to school, it had been around 5 PM. Baba was freaking out as he had come to look for us raicha, school got off at 3:30.
Man the agony of knowing you are gonna get a nice licking and waiting for that to happen.
Baba was in the Artillery and he had this ceremonial belt, which he would polish and keep “tillikkaaiiii talkeko – shiming” everyday, and being a military man he was a gentleman. So once we arrived home, he told mom to serve us food and mom gave us “dui dui ota roti – two rotis” and sabjee.
If there was a world record for taking longest time to finish two rotis, my brother and I must have broken it that day. We took over 3 hours to finish the two rotis, but Baba didn’t rush us. All he would say every once in a while was “ajjhai dhilo kha timaru… tara aju huncha toh haru ko Puja – take all the time you need, but you can’t deny the inevitable”… and he was right.
Man!! What happened that night, I cannot describe, suffice it to say, I still don’t know how to swim, and I think its overrated anyway. Let me put it this way, the shinny Artillery belt cured me of my dreams of becoming Michael Phelps forever. I am naturally allergic to water now.
Paani dekhda pani tarsine scene 
But the mother of all tools was Sisnu (Nettle) Paani treatment… especially if the sisnu was Bhangre sisnu.
Does anyone remember using Sigaan (snot) as a handy cure to preventing Sisnu le poleko rash? Well, if I have to count the number of times I fell on Sisnu, or mom used Sisnu paani treatment on me, I would probably need a barrel full of Sigaan to subside the pain hola.
Naughty as I was, in my teenage years, I came home drunk once, and mom found out. That day she experimented for real, starting from Bata ko Chapli to Jhadu to Kuccho to Dadu Kucchin jel, she eventually landed with Bhangre Sisnu picked up from our bari.
Amamamama 15 seconds into Sisnu Pani treatment I became fresh, and a minute into it, my dead ancestors must have become fresh too.
I didn’t touch alcohol for the next 10 years, and even now I can’t drink more than a half-bottle of beer. That Sisnu Pani treatment comes flashing back, and I would love to avoid it at any cost.
Recently, I was surfing the net and was shocked to find out that Sisnu is actually a medicinal plant raicha and it is used to cure painful muscles and joints, eczema, arthritis, gout, anemia, urinary issues, baldness, as well as allergies and joint pain, promote lactation, stimulate hair growth, help control blood sugar in patients with diabetes, reduce bleeding connected to gingivitis, treat disorders of the kidneys and urinary tract. Sisnu is even used to slow the spread of Prostate cancer raicha. All you got to do is, dry the plant and then boil it and drink it as tea for a month.
Imagine, weren’t our parent’s geniuses? Giving us medicine, without us even becoming aware of it?
Indeed, times have changed, and today people are more “sophisticated”, but thanks to our parents and teachers and their earthy sense of right and wrong, that has helped shape us into becoming who we are today.
Having said that, my Mom still tries to impart her “Bata ko Chapli” discipline on me, and I love it.... At times I just provoke her to see how she reacts, and every time her instincts guide her hand towards her feet, but now I can duck faster, while she swings slow.
What about Sisnu? You may ask…
Well as I was writing this, “Aju ta Sisnu ko Daal Khaun la Chora….” says Ama… I smile, with relief, of course, and say feebly “pakako hola ni?” unsure still 
…and thus continues the Sisnu Chronicles…

BREAKING: Massive rainfall triggers landslide near Loreto Convent - vehicle tumbles.


We are sad to share the the news that a landslide has occurred in one of the most well known places in Darjeeling town.
The slide which happened above LC school besides the famous TUCK SHOP and BHOLA's ALU DOKAN... a cause of grave worry.
Thankfully so far, no one has been injured and all the passengers from the vehicle that tumbled have been retrieved safely
Clogged drain (nali) seems to have acted as a triggering point, as the slide was likely caused due to massive rain water flowing into the side as the main drain (nali) in the neighbourhood seems to have been blocked for a while.
As we report this, local youths are trying to open up the blocked drain.

People of Limbu Busty, Takhvar, yesterday planted Paddy on the road that connects Sikkim from Darjeeling to Singtam as a protest to draw the attention of concerned authorities.
The historic road built by the British has not seen repairs in ages, and despite GTA Sanctioning Rs 6 Crores towards the repairs no work has been undertaken, allege local residents.

Team Run with Roshni is supporting under privileged runners to run marathons in Mumbai, Hyderabad, Chennai, Bangalore, Meghalaya since 2012.
We will be supporting fifteen runners to run Standard Chartered Mumbai Marathon 2017. Registration for the same has already started.
Three runners, who are the winners of Kalimpong Half marathon 2016 from girls side will be supported by Rotary Club of Kalimpong.
Two runners, who are the winners of Kalimpong Half marathon 2016 from boys side are from Indian Army (JAK rifles), hence they will be able to bear their own cost.
Runesh Tamang's registration is already done by Mr. Devendra Mane.
Now we are looking for the immediate support to help us to do the registration of ten runners for SCMM 2017. Registration fees for Half marathon is Rs.1600/-. Your support will go a long way.
If you are willing to help us by doing online registration of any runner, we can share with you the required documents and the details of the runners. Or you may send us the cheque (only Mumbai) of Rs.1600/- in the name of "PROCAM INTERNATIONAL PVT. LTD. – SCMM"
Further, we need support to buy train tickets for these runners from Darjeeling to Mumbai, their accommodation and food. The cost to support one runner from Darjeeling to run Mumbai Marathon is Rs.8000/- (approx). Please do let us know, if you would like to support the entire costs of some runners.
These runners are doing really good. They come within 20th position out of 13000 runners in Mumbai Half Marathon. Many times, they do not have proper running shoes. They don't have coach. However the best timing of the runner from our team is 1hr 14mins for Half marathon i.e 21km and 2hrs 51mins for marathon i.e 42km. If we are able to support these kids at the right age, they have potential to bring Olympic medal for India.

Writes: Diwas Chettri
Greetings! I am Darjeeling Tea, your morning cuppa and as some say "The Champagne of Teas" and this is my story.
The queen of Britain loves me, so do the Germans, Japanese and people all over the globe. My lovers and connoisseurs swear by me and say, I have got this awesome and unique flavour because of the weather and the altitude.
Really!
Well!! they all are wrong, let me tell you I have inherited this character from my mother my "Ama". It is the gentle touch of her fingers, her wrinkled smile, sacrifices, struggles, her sweat and blood and most of all her "HOPE" for a better life for me, her and my siblings that gives me this uniqueness. It’s her sweet aroma not mine.
I owe my life! my Superstar status to her and countless generations of mothers before her. It is their generations of loyalty, love and honesty that I am what I am today. Yet I cry everyday for her as I have done nothing for my mother.
I have got a VIP GI Status(Geographical Status), my mother sadly doesn't. In fact she doesn't have a status at all; she even doesn't own the land the soil where I was born where she was born. Yet! she doesn't complain because she has HOPE that one day she can own this soil that she calls her own.
I have travelled million a miles all over the globe, became the Official tea at the Olympics but my mother has seen these none. Still with pride she says that's my son! even if all the applause is reserved for me. I have filled the coffers with gold for those who seldom visit me yet I have done nothing for my mother who tends me. She struggles daily with her life, hides back her despair and tears just to feed me!
The summer heat at the foothills, the heavy downpours of the monsoon, the spine chilling bitter cold of the winters she cares for none and goes on tending me , feeding me without breaking a sweat, she is my mother and I her son the Darjeeling Tea.
I have been here since time immemorial, witnessed bloodshed and despair of my mother, my brothers and sisters. Many of my siblings, generations of my mother’s rest beside and beneath me- this soil, this "maato", this land, which nourishes me and my mother and yet we cannot call it our own.
Still life goes on as we have HOPE! this is my mother's story and I her son the Darjeeling Tea.

Virtual classrooms: School heads told to submit reports

The state government has asked all the teachers incharge (TI) to submit the report of the infrastructure in schools where virtual classrooms will be set up. Senior officials of the state government said that teachers in schools have been asked to submit the details of the infrastructure by next week, following which the work for setting up the virtual classrooms will be started.
The government had earlier decided to set up virtual classrooms in around 2,000 schools with special emphasis on the schools located in Jungelmahal areas in three districts of South Bengal and in remote villages of Terai and Dooars region,North Bengal.
Senior officials of the state government said that they have already instructed the district primary councils to verify the infrastructure in the schools and prepare a report on the same.
Following the submission of the reports, the government will ask the district magistrates to set up adequate infrastructure in schools that lack proper arrangements so that high speed internet facilities can be provided in the classrooms. It was also noted that a classroom with a maximum capacity of 100 students is best suited for conducting a virtual classroom and so efforts will be made to set up the virtual classrooms in those rooms with comparatively high seating capacity.
Officials added that they are in talks with teachers of reputed schools, some of whom have already showed interest in taking class. After placing the state Budget, finance minister Amit Mitra had announced that virtual classrooms will be set up in 2,000 schools in the remote areas so that students can get the teaching facilities available in the best schools.

CM asks ministers to fan out in flood-hit areas in Assam

 Assam Chief Minister Sarbananda Sonowal today directed his cabinet colleagues to visit flood- hit districts to review the prevailing situation and supervise relief and rescue operations, an official release said here.
The ongoing session of the Assam Legislative Assembly was adjourned for three days yesterday to ensure that the elected representatives are in their respective constituencies to ensure proper relief and rehabilitation of the flood affected population.
The current wave of floods has claimed three lives and affected nearly 17 lakh people in the state.[PTI]

THE HORROR IN DOWNTOWN ‪#‎DARJEELING‬: Two Young Women Fend Off Assailants, While People Look On


Aadarshika, a class 11 student from one of the schools in Darjeeling, and her cousin Priyansa a college student here in Darjeeling, faced a kind of horror yesterday, which we mostly relate with bigger cities. Four men, followed them around, indulged in eve teasing of the vilest kind, and when the girls protested, those men had the audacity to hit them in a public place, in public view.
All of this happened in the heart of Darjeeling town, and what is MOST SHOCKING is that all the people who were present at that time, in that place, watched the “drama” unfold instead of interfering to save the girls from their assailants.
Aadarshika shared with us what had happened, and we are sharing what she told us in her own words, with minor edits.
“Darjeeling 27th July 2016, at around 4:08PM me and my cousin sister were just shopping in Big Bazaar… there were these four men who were loitering around and were following us… as we exited the building and went to the usual recharge spot to get our phone recharged, these four men came there as well and they eve teased us, and on top of that passed some very lewd and awful comments…
Tired, of their harassment, I told my sister loudly (so that they would hear what I thought of them) "a bunch of characterless people"…
This is all I had said, and then they started to abuse us with even more disgusting galee “Ra** ko Chori…. Mak*****ni” and what not…
So we confronted them and a heated discussion followed, in the course of which a guy named "Avinash" (we know his name as his friends were calling his name) - who was most likely DRUNK, slapped my cousin - and when I barged in to stop that guy, his friend (Nelson) pulled me back and manhandled me.
All of this was happening right in the heart of Darjeeling town, at the famous "Benis aloo line" in front of Zippo and Lotus Restaurant and all of those surrounding stores…. and we know how many people walk on that road on a daily basis… Yet, none of them came forward to intervene, none of them had the courtesy to ask the FOUR MEN why they were assaulting two girls? all of these people happened to be just standing back and "enjoying the show".
But, we fought on and we tried to drag the four of them to the nearest police booth, but they left the scene and there was nothing we could do.
So we went and filed a First Incident Report (FIR) with Sadar Thana.
But we couldn’t digest the fact that four of OUR WON GORKHALI men had assaulted us in the heart of our town. So we then went to the place from where we had recharged our phone and retrieved the number, which had been recharged immediately after we had recharged ours, and called the guy (as we had noticed they were recharging their phone too, before they assaulted us). He picked up the call, but denied being in town… we could make out he was lying. He said he didn't come to town and tried to lie his way out, and then his mother spoke and she said, “he is not the kind of guy who gets into fights and brawls… he's sick and ailing.”
But as we persisted, she went on an offensive and said “if you really want to fight, get a car and come... I'll give you the address and phone number”… we were shocked that in trying to defend her son, she was challenging us to a fight… we just kept on saying, “but Aunty we know he was there…” And that is when she said, “I know some of his friends... Nelson… do you know Nelson?” and then she hung up.
So we went online and checked on Facebook , and lo and behold we found the guy called Nelson. I remember his face, as it was him who had manhandled me when I tried to protect by cousin sister, and had also threatened me, saying that 'you will not be able to do anything about this incident because I am a service man.'
When we were being assaulted, I had thought, ‘how convenient it is for him to say so, that just because you happen to be in an authoritative position, your crimes will never be reported’…. but now when I think about it, it was actually very stupid of him to let us know he was in the army, for that is how we found him on Facebook [try searching for Nelson Indian Army in Facebook and see what pops up].
But what was most hurtful for us, is to see our society – the "Great Gorkha Society" – happened to not just watch us being assaulted, but were also passing snide comments about how wrong it is for girls to fight for themselves, when they didn't know what actually took place.
If our society is as great as everyone claims it to be, why didn't anyone stand up when two girls were getting assaulted in a public place, which also happens to be in the "Heart of Darjeeling," and all of the people present there and the store owners just happened to be enjoying the show?
I question the people of Darjeeling, it happened to us today... what if it had happened to your sisters, daughters, friends, or YOU? Would you just stand on the sidelines and watch it all take place and talk about it, pointing out how wrong the girls always are? Pinpointing on the character of the girls?
If the GORKHA BLOOD runs in the males of the society, IT RUNS IN US TOO.
I would request everyone who goes through this to please speak up, and speak out… because the more YOU remain quiet, the more morons and frustrated perverts like these four will feel empowered to assault women – anywhere, anytime.”

TheDC editorial note: To say the least, we are SHOCKED beyond belief that something like this could happen in our beloved town… that MEN would have the audacity to not just eve tease but also assault women when they were confronted with... What is MOST SHOCKING is that OUR PEOPLE would prefer to watch the “tamasha” instead of INTERFERING…. while two girls were being assaulted by the FOUR MEN...
SHAME ON ALL THE SHOPKEEPERS ON BENI'S LINE and all those who were present yesterday… You all should feel ASHAMED OF YOURSELVES…. no matter who was at fault, YOU all should have intervened...
If You are ONE OF THE FOUR men who was involved yesterday, we’d advice you all to head to Sadar Police Station and Surrender immediately. Surrender and let the law take its course…
If any of you are friends with these FOUR MEN who were involved yesterday, please advice them to SURRENDER at the Darjeeling Sadar Police Station at the earliest, and NO, ARMY DOES NOT PROTECT THOSE WHO ASSAULT WOMEN… THEY COURT MARTIAL SUCH SOLDIERS.

ASSAM GOVERNMENT DECLARES RS. 10 LAKH FOR BOXER SHIVA THAPA, PROPOSED TO BE AWARDED 1 CRORE RUPEES IF HE WINS MEDAL IN #RIO2016



The Assam Government today announced a cash incentive of Rs 10 Lakhs to Olympian Boxer Shiva Thapa. "As a token of our appreciation, I propose to award him Rs 10 lakh this year and if he bags any medal in Rio Olympics 2016, our government proposes to award Rs 1 crore to him," said Himanta Biswa Sarma Finance Minister of Assam.

Insistent Rainfall Triggers Flood Fears in ‪#‎Nepal‬ - Saptakoshi Level Rises Dramatically


The water level in Saptakoshi River has crossed this year's highest mark due to incessant rainfall since the last 10 days.
A red light warning sign has been lit after the water flow in the river was measured at 264,700 cusec on Tuesday morning.
35 of the 56 sluices of Koshi barrage have been opened after the rise in water level. Sub Inspector Bhim Raj Thebe informed that the water level has been gradually rising.
Meanwhile, experts have said the barrage that was built to hold 950,000 cusec of water flow can only old half of its capacity due to its age and rise in river bed.
