“स्थायी समाधानको दिशामा नयाँ पाइलो — भारत सरकारद्वारा पंकज कुमार सिंह इन्टरलोक्युटर नियुक्त”

हाम्रो क्षेत्रको लागि स्थायी समाधान सम्बन्धित वार्तालाई अगाड़ि बढ़ाउन भारतका राष्ट्रीय सुरक्षा उपसल्लाहकार (Dy-NSA) रहनुभएको श्री पंकज कुमार सिंह, आईपीएस(सेवानिवृत्त) लाई इन्टरलोक्युटर नियुक्त गरिएको घोषणाका लागि दार्जिलिङ पहाड़, तराई अनि डुवर्सका जनताको तर्फबाट म आदरणीय प्रधानमन्त्री श्री नरेन्द्र मोदीज्यू र माननीय गृहमन्त्री श्री अमित शाहज्यूप्रति हार्दिक कृतज्ञता टक्र्याउँदछु।

 

हाम्रो क्षेत्रको इतिहासमा पहिलोपटक हामी कुनै रक्तपात, राजनीतिक अशान्ति, वा एउटा पनि ज्यान नगुमाइकन इन्टरलोक्युटरको नियुक्तिको चरणमा पुगेका छौँ। हाम्रोलागि, यो दार्जिलिङ पहाड़, तराई अनि डुवर्स क्षेत्रका जनताको एक उल्लेखनीय विजयको द्योतक हो। मेरो सदादेखि विश्वास रहिआएको छ कि दिगो राजनीतिक समाधानको मार्ग वार्तालाप अनि शान्तिको मार्गद्वारा प्रशस्त हुनु आवश्यक छ।  

इन्टरलोक्युटरको नियुक्तिले हाम्रो क्षेत्रका जनताका आकांक्षाहरूको सम्बोधनको दिशामा एक महत्त्वपूर्ण पाइलोलाई दर्शाउँछ। इन्टरलोक्युटरको भूमिकाले हाम्रो क्षेत्रका राजनीतिक प्रतिनिधिहरू लगायत सबै सरोकारवालाहरूमाझ वार्ताको मार्ग प्रशस्त गर्नेछ।  

माननीय प्रधानमन्त्री श्री नरेन्द्र मोदीज्यूको अगुवाईमा भाजपा नेतृत्ववादी एनडीए सरकारले हाम्रो राष्ट्र समक्ष रहेका अनेकौँ संवेदनशील मुद्दाहरूको सम्बोधन र समाधान गरेको छ। “सबका साथ सबका विकास” एउटा नारामात्रै नभएर हाम्रो सरकारको मूल सिद्धान्त हो। वार्तालाई अगाड़ि बढ़ाउन अनि हाम्रो सामाजिक-आर्थिक उन्नति, सांस्कृतिक मान्यता, हाम्रो सांस्कृतिक विरासतको संरक्षण, अनि संवैधानिक ढाँचाअन्तर्गत हाम्रा आकांक्षाहरूको सम्बोधन गर्न इन्टरलोक्युटरको नियुक्ति एक स्वागतनीय पाइलो हो। सबै इस्टेकहोल्डरहरूलाई यसप्रकार सकारात्मक ढङ्गमा संलग्न गरिनुले समावेशी शासन र केन्द्रीय सरकारद्वारा पटक-पटक प्रदर्शित राष्ट्रीय एकीकरणप्रति वचनबद्धतालाई झल्काउँछ।  

भारतका राष्ट्रीय सुरक्षा उपसल्लाहकार (Dy-NSA) समेत रहनुभएको श्री पंकज कुमार सिंहलाई इन्टरलोक्युटरको रूपमा नियुक्त गरिनाले एकपटक फेरि राष्ट्रीय सुरक्षाको दृष्टिले हाम्रो क्षेत्रको महत्त्वलाई रेखाङ्कित गर्दछ। 

हामीलाई पूर्ण आशा छ कि सबै इस्टेकहोल्डरहरू इन्टरलोक्युटरसँग सकारात्मक ढङ्गले संलग्न हुनेछन्, अनि हाम्रो क्षेत्रका स्थायी समाधानको लागि अन्तिम पाइलो सार्ने दिशामा काम गर्नेछन्। 

दार्जिलिङ पहाड़, तराई अनि डुवर्सका जनताका मुद्दा अनि आकांक्षाहरूलाई लिएर लामो समयदेखि चलिआएको संघर्षमा आफ्नो तन-मन-धन अर्पण गरेका हाम्रा असंख्य सङ्ग्रामी एवम् शहीदहरूको योगदान र बलिदान, अनि संवैधानिक ढाँचाअन्तर्गत स्थायी राजनीतिक समाधानको लागि हामी र हाम्रा गठबन्धन साथीहरूको निरन्तर प्रयत्नको परिणामस्वरूप निर्णायक मोडमा आइपुगेका छौँ जुन हाम्रा मुद्दाहरूको समाधानको दिशामा अंन्तिम खुड़किलो हो।

इन्टरलोक्युटरले वार्तालाई ठोस परिणामतिर लैजान, अनि भावी पिँढ़ीहरूको उज्ज्वल भविष्यको मार्ग प्रशस्त गर्न निर्णायक भूमिका निर्वाह गर्नुहुनेछ भन्ने हामीलाई पूर्ण आशा र विश्वास छ।

ISHAN GURUNG KIDNAPPING CASE: Darjeeling MP Raju Bista Demands CBI Handover

Sevoke 10th Mile 04-09-2025:

Darjeeling MP Raju Bista today visited the family of 14-year-old Ishan Gurung, who was abducted on August 23 near Sevoke in Darjeeling District. Expressing solidarity with the grieving family, Bista, promised full support and called for intensified efforts to locate Ishan.

"I visited the family of missing 14-year-old child Ishan Gurung to express my solidarity and unwavering support during this harrowing time. Not only as Member of Parliament, but also as a father of three young children, I stand with them in their anguish, and I am committed to ensuring every possible effort is made to bring Ishan home safely" Bista said.

The abduction has sparked widespread outrage, yet 13 days later, Ishan remains missing. 

Despite the West Bengal Police forming a Special Investigation Team (SIT) on August 28, progress has been slow, eroding public trust in local authorities.

In response, Bista formally appealed to Governor Dr. CV Ananda Bose and Chief Minister Mamata Banerjee to transfer the case to the Central Bureau of Investigation (CBI), citing the need for expert intervention and resources. “The safety of our children must be a priority,” he said, criticizing delays under the TMC government.

Local protests, including NH-10 blockades, reflect rising anger, with concerns over increasing crime and human trafficking in the region. The Darjeeling Police have announced a ₹2 lakh reward for information on Ishan’s whereabouts.

The case has raised alarm over security in the “Chicken Neck” corridor, with calls for urgent action to prevent further incidents.

Sikkim University has canceled the provisional admission of first-semester M.Com student Raj Shekhar Yadav following an inquiry into complaints of serious misconduct and breach of discipline. The decision, outlined in an official order issued by the university's Registrar on Thursday, stems from Yadav's alleged posting of objectionable and derogatory content in a departmental WhatsApp group between August 14 and 16.

According to the university's office order, Yadav was found guilty of violating the institution's code of conduct by sharing messages that disrespected India's Independence Day celebrations and showed disregard for the Nepali language and community. The content reportedly questioned the observance of Independence Day and referred to Nepali as a "foreign language," suggesting speakers should "go to Nepal." The university's Disciplinary Committee conducted an inquiry based on complaints from faculty members of the Department of Commerce and the Sikkim University Students Association (SUSA), leading to the recommendation for immediate cancellation of his admission under Statute 29 (4) of the Sikkim University Act and Ordinance OC-12.

The order, signed by Prof. Laxuman Sharma, Registrar (I/C), states: "The said Disciplinary Committee has found Mr. Raj Shekhar Yadav guilty of indiscipline and violating the University's code of conduct for resorting to misconducts by posting objectionable, indecent and derogatory contents on the departmental WhatsApp group... relating to disrespect to national days of importance (celebration of Independence Day) and his personal disregard to the Nepali language and community at large." The cancellation takes immediate effect, and copies of the order have been distributed to key university officials, including the Vice-Chancellor, Finance Officer, and Deans of all Schools of Studies.

The incident has sparked widespread controversy, with SUSA condemning the remarks as "anti-national" and divisive, particularly given Nepali's status as an official language under the Eighth Schedule of the Indian Constitution. Reports indicate that Yadav was briefly detained by Sikkim Police on August 19 under sections 196(1) and 353(2) of the Bharatiya Nyaya Sanhita following complaints from local students, though he was later released. Police action was initiated after a General Diary entry at Ranipool Police Station, prompted by the university community's outrage.

In response to the backlash, Yadav reportedly issued a handwritten apology to the Head of the Department of Commerce, expressing regret for his comments and stating they were made "unknowingly or disrespectfully without intent to cause pain." He pledged to learn from the mistake and promote respect and tolerance toward all cultures. SUSA, in a press release, emphasized the need for inclusiveness and patriotism while protecting linguistic identities.

University officials have not commented further on the matter, but sources indicate the administration acted swiftly to maintain campus harmony in the multi-ethnic region. Sikkim, where Nepali is widely spoken and holds cultural significance, has seen similar sensitivities in the past, underscoring the importance of respectful discourse in educational settings.

This case highlights ongoing challenges in balancing free expression with community respect in diverse academic environments. Yadav, originally from Uttar Pradesh, had been provisionally admitted earlier this year based on the university's merit list for the 2025-26 academic session. No further disciplinary actions or appeals have been announced at this time.

जनाएका छन् भनी शिक्षक सबिन थापाले जानकारी गराएका छन्। यता उक्त सम्मानले अझै समाजको निम्ति धेरै सकारात्मक कामहरू गर्ने प्रेरणा पाएको र यस सम्मानको लागि बङ्ङ्ग कवि साहित्यिक मञ्चप्रति आभार रहेको समाजसेवी जुगेश राईले जनाएका छन्।

स्मरण गराइन्छ, बीरपाड़ा थाना अन्तर्गत पर्ने लङ्‌कापाडा चियाबारीमा जन्मेका जुगेश राईले बीरपाडा क्षेत्र साथै डुवर्सभरि नै सामाजिक कार्यहरू गरिरहेका छन्। तिनले विशेष गरी डुवर्सका गरीब विद्यार्थीहरूलाई खाता-पेन्सिल, खेलप्रति रूची राख्ने विद्यार्थीहरूलाई खेल सामाग्री, गरीब मानिसहरूलाई कम्बलहरू प्रदान गर्दै आइरहेका छन्। तिनको सामाजिक कार्यको निम्ति धेरै संघ-संस्थाहरूले अगावै सम्मान जनाइसके का छन्। धुपगढी इच्छादान वेल्फेयर सोसाइटीले 'अनन्नो सम्मान', जयगाउँ मिरमिरेले 'डुवर्स आइकोन' ले सम्मानित गरिसकेका छन्।

Padma Shri Awardee Tularam Upreti Laid to Rest with Full State Honours

Renowned environmentalist and Padma Shri awardee Tularam Upreti from Sikkim was laid to rest with full state honours today. .

Upreti was honoured with the Padma Shri in 2023 for his exceptional contributions to organic farming and ecological preservation. A pioneer in sustainable farming practices, his efforts earned him national recognition and widespread respect, especially in his home state of Sikkim.

His death has prompted an outpouring of condolences from leaders, environmentalists, and admirers who mourn the loss of a visionary. His legacy remains a beacon of dedication to the environment, marking the end of an era but ensuring that his influence will endure. Upreti was laid to rest today with full state honours.

Condoling his death, Darjeeling MP Raju Bista said, "I join the people of Darjeeling hills, Terai and Dooars in mourning the demise of Padma Shri Tularam Upreti ji from Sikkim. 

He was a pioneer in growing rice and other vegetables organically without the use of fertilizers, advancing the legacy of organic farming in Sikkim.

His demise is a great loss, not only to Sikkim, but also to the people from our region and the nation.

I share my heartfelt condolences and prayers with this family and friends in these difficult times."

बंगाल विधानसभामा दुष्कर्मविरोधी अपराजिता विधेयक पारित

कलकत्ता, ३ सेप्टेम्बर (एजेन्सी)। पश्चिम बंगाल विधानसभामा मंगलवार दुष्कर्मविरोधी विधेयक (एण्टी रेप बिल) पारित भयो। यस विधेयकमा दुष्कर्म मामिलाको २१ दिनमा जाँच पूरा गर्नुपर्ने प्रावधान राखिएको छ। यसबाहेक पीड़िता कोमामा गए अथवा पीड़िताको मृत्यु भए दोषीलाई १० दिनमा फाँसीको सजाय हुने प्रावधान विधेयकमा छ। दुष्कर्म सामूहिक दुष्कर्मका दोषीहरूलाई पेरोलबिनै आजीवन कारावास सजायको प्रावधान विधेयकमा छ। प्रत्येक जिल्लामा अपराजिता टास्क फोर्स बनाउने अनि त्यसको नेतृत्व डीएसपी पदका अधिकारीले गर्ने प्रावधान विधेयकमा छ। भारतीय जनता पार्टी (भाजपा) ले यस विधेयकको समर्थन गरेको छ। राज्यको ममता व्यानर्जी सरकारले यसलाई अपराजिता महिला अनि बाल विधेयक २०२४ (पश्चिम बंगाल आपराधिक कानून अनि संशोधन) नाउँ दिएको छ। अब यस विधेयकलाई राज्यपालकहाँ पठाइनेछ। त्यसपछि विधेयक राष्ट्रपतिकहाँ पठाइनेछ। राज्यपाल र राष्ट्रपतिले विधेयकमा हस्ताक्षर गरेपछि यो कानून बन्नेछ। आपराधिक कानून समवर्ती सूचीअन्तर्गत आउँछ, यसैले यसमा राज्यपाल अनि फेरि राष्ट्रपतिको स्वीकृति आवश्यक हुन्छ। भारतको संविधानका सातौं अनुसूचीमा दिइएको समवर्ती सूचीमा यो विषय सामेल छ, जसमा केन्द्र अनि राज्य सरकार दुवैको अधिकार हुन्छ। समवर्ती सूचीमा सामेल विषयहरूमा केन्द्र अनि राज्य सरकार दुवैले कानून बनाउन सक्छन् तर यदि दुवैको कानूनमा द्वन्द्व भए केन्द्र सरकारको कानूनलाई सर्वोपरि मानिन्छ। समवर्ती सूचीमा जम्मा ५२ विषय सामेल छन्। मंगलवार विधानसभामा अपराजिता विधेयकको समर्थनमा बोल्दै मुख्यमन्त्री ममता व्यानर्जीले भनिन्, यो विधेयक एउटा इतिहास हो, प्रधानमन्त्रीले सकेनन्, हामीले सक्यौं, गरेर देखायौं, प्रधानमन्त्रीलाई लाज लाग्नुपर्ने, तिनले महिलाहरूको सुरक्षा गर्न सकेनन्, म केन्द्रिय गृहमन्त्रीको राजीनामाको माग गर्दछ। तिनले अझ भनिन्, हामीले केन्द्रिय कानूनमा रहेका कमीहरू हटाउने प्रयास गरेका छौं, विपक्षले राज्यपालसँग विधेयकमा हस्ताक्षर गर्नको निम्ति भन्नुपर्नेछ, त्यसपछि यसलाई अधिनियम बनाउनु हाम्रे जिम्मावारी हो। विधानसभामा होहल्लामाझ नै विपक्षी दलका विधायकहरूलाई अनुरोध गर्दै ममता ब्यानर्जीले भनिन्, म हात जोड़ेर भन्छु, तपाईंहरू चुप लाग्नुहोस्।

राज्यमा नेता प्रतिपक्ष सुभेन्दु अधिकारीले भने, हामी चाहन्छौं, कानून तत्कालै लागू होस्, यो राज्य सरकारको जिम्मावारी हो, हामीलाई परिणाम चाहिन्छ, यसैले हामी पूरा समर्थन गछौँ, मुख्यमन्त्रीलाई जे भन्नु छ भन्न सक्छिन् तर विधेयक कानून बनिएर तत्कालै लागू हुने ग्यारण्टी दिनु पर्नेछ। स्मरण रहोस्, कलकत्ताको आरजी कर मेडिकल कलेज अनि अस्पतालमा गत ८-९ अगस्त राति प्रशिक्षु महिला डाक्टरको दुष्कर्मपछि हत्या भएको थियो। त्यसपछि देशभरि नै डाक्टर अनि राजनीतिक दलहरूको प्रदर्शनमाझ राज्यकी मुख्यमन्त्री ममता ब्यानर्जीले राज्यमा दुष्कर्म जस्तो जघन्य अपराधको निम्ति कठोर कानून बनाउने घोषणा गरेकी थिइन्। तिनले प्रधानमन्त्री नरेन्द्र मोदीलाई पनि यसको निम्ति दुईपल्ट पत्र लेखेकी थिइन्।

सोमवार राति जम्मू-कश्मीरको डोडा जिल्लामा आतङ्कवादीहरूसित भएको भिड़न्तमा दार्जीलिङ जिल्लाका गिङ चियाबारी, लेबोङ निवासी कप्तान बृजेश थापाले वीरगति प्राप्त गरेका थिए। आज २ बजी तिनको पार्थिक शरीर दिल्लीबाट विशेष विमानमार्फत बाघडुग्रा हवाईअड्डा ल्याइयो। त्यसपछि शहीद जवान बृजेश थापाको पार्थिव शरीर बेड्गडुबी सेना छाउनीमा लगियो। त्यहाँ शहीद जवानलाई अन्तिम श्रद्धाञ्जली दिइयो। त्यसै क्रममा शहीद जवान बृजेश थापाका पिता भुवनेश थापा,आमा नीलिता थापा र दिदी निकिता थापाले अश्रुपूर्ण भावमा तिनलाई श्रद्धाञ्जली दिए। भावुक हुँदै तिनीहरूले भारत माताको जय नारा पनि लगाए। यस अवसरमा शहीद जवानका आमा नीलिमा थापाले पत्रकारहरूसित कुराकनी गर्दै भनिन्, मेरो छोराले देशको रक्षा गर्दै वीरगति प्राप्त गरेका छन्। मेरो अर्को छोरा भएको भए सेनामै पठाउने थिएँ। एकजना छोरालाई सेनामा पठाउने तिनले प्रत्येक परिवारलाई आह्वान पनि गरिन्। तिनले भनिन्, आज हाम्रो सैनिकहरूले देश सीमाको रक्षा गरेकै कारण हामी ढुक्कसँग बस्न पाइरहेका छौं। शहीद जवानलाई श्रद्धाञ्जलि चढ़ाउन दार्जीलिङ समष्टिका सांसद राजु विष्ट, जीटीएका प्रमुख कार्यपाल अनित थापा, हिल तृणमूल अध्यक्ष शान्ता छेत्री, जिल्लापाल प्रीति गोयल, पुलिस अधीक्षक प्रवीण प्रकाश, दार्जीलिङ वेल्फेयर सोसाइटीका हर्षबर्द्धन शृङ्गला साथै विभिन्न सङ्घ-संस्था लगायत अन्य विशिष्ट व्यक्तिहरू उपस्थित थिए। शहीद जवान बृजेश थापाको पार्थिव शरीर आज बे‌ङ्गडुबी छाउनीमा राखिनेछ। बिहीवार बिहान तिनको पार्थिव शरीर दार्जीलिङको लेबोङस्थित गिङ चियाबारी १ बजी पुऱ्याइने परिवार सूत्रले जनाएको छ। सड़कको दुई किनारमा स्थानीयहरूले खदामाला चढ़ाई तिनलाई अन्तिम बिदाइ जनाउनेछन्। सूत्रअनुसार तिनको पार्थिक शरीर केही क्षणका लागि खरसाङको रेलवे स्टेशन तथा घुम स्टेशनमा श्रद्धाञ्जली चढ़ाउनेहरूको निम्ति राखिनेछ। त्यसपछि सोझै तिनको जन्मथलो लेबोङस्थित गिङ चियाबारी लगिनेछ। शुक्रवार सैनिक सम्मानसहित तिनको अन्तिम संस्कार गरिने परिवार सूत्रबाट थाहा लागेको छ।
