Bengal Govt committed to the welfare of HIV+ people

Among the schemes started by Chief Minister Mamata Banerjee for the people of Bengal are several welfare schemes and programmes for AIDS and HIV patients as well.

The Bengal Government provides subsidised rice at Rs 2 per kg to poor HIV patients in the state, including sex workers.

The Food Department carried out surveys last year on the basis of which it is distributing the foodgrains. Since there is stigma attached to such people, the department has ensured that the details about these people are available only to its officials. Neither the ration shop owner of the locality nor the local food inspector and officials are privy to the details.

All schools run under the West Bengal Board of Secondary Education (WBBSE) have been instructed to include students living with or diagnosed with HIV as ‘child belonging to disadvantaged group’.

The student will get similar nature of facilities that SC/ ST or minority students get, including government grants, reservation, scholarships and hostel facility.

Sex workers are a vulnerable group who are at risk of contracting HIV. The Bengal Government has launched a scheme ‘Muktir Alo’ for the rehabilitation of women who have been trafficked for prostitution.

This scheme, a brainchild of Chief Minister Mamata Banerjee, was inaugurated by her in September 2015. It has been successful in providing succor to such women in its own small way. One such beneficiary, after receiving training, has opened a cafeteria named Mukti near the entrance of Alipore Zoo.

Similar cafeterias by beneficiaries have also been opened at other places in Kolkata – at Munshiganj in Khidderpore and at the court premises in Alipore. Another is slated to open at Bikash Bhavan in Salt Lake.

Clearly, the Bengal Government is committed to the well-being of all, and does not discriminate among beneficiaries while distributing services to people.

असम के 11 बौने कलाकार सिलीगुड़ी में मचा रहे धमाल

By Prabhat Khabar

URGENT: China spying through 42 apps, delete them: Intelligence Bureau to soldiers

In a fresh advisory issued to the troops posted at the international border, the Intelligence Bureau (IB) has warned that China could be collecting vital information about the Indian security installations through its popular mobile phone apps and devices.

According to reports, the advisory issued by the DIG (Intelligence) has directed the troops posted along the Line of Actual Control (LAC) to either delete a number of mobile applications from their smartphones or reformat the devices altogether to guard against online espionage attempts from across the border.

The IB advisory contains a list of about 42 popular Chinese apps, including WeChat, Truecaller, Weibo, UC Browser and UC News, which pose a grave threat to India's security.

There is a possibility of these apps transmitting sensitive personal data to the Chinese authorities, which could be a major security disaster, the advisory states.

The fresh advisory comes at a time when the troops from both sides continue to maintain high alertness levels along the LAC after the resolution of a bitter border stand-off over Doklam.

Based on inputs received from the intelligence agencies, the armed forces regularly warn its officers and other ranks to avoid using Chinese apps in a bid to thwart the possible leak of vital info to the hostile neighbouring country via China-made mobile devices.

The Army, as well as the central armed police forces like the Indo-Tibetan Border Police, are deployed along the 4,057km LAC, which stretches from Ladakh to Arunachal Pradesh.

The IAF, for instance, had earlier asked all its officers and airmen as well as their families to avoid using Chinese Xiaomi smartphones and notebooks on the ground that they could transfer user data to remote servers located in China.

The note comes at a time when several Indian cybersecurity experts have raised concerns about the possible espionage attempts by the Chinese hackers and various military intelligence agencies of China.

The warning from IB pertains to Android as well as IoS apps.

Good News : Missing persons bureau in every commissionerate

To enable coordination of information on missing persons, West Bengal Police has decided to set up a Missing Persons Bureau in every commissionerate. As a part of the efforts towards coordination of information, the state police is also setting up a database of missing persons.

For a start, 30 police officers have been selected for manning the bureaus in five commissionerates. Gradually, bureaus would be set up in all the eight commissionerates. Two commissionerates were created recently, in Haldia and in Kharagpur.

Till now, the Missing Persons Bureau of CID was the sole agency responsible. To reduce pressure on it, the government has decided to set up a bureau in each commissionerate, each of which is responsible for a group of, mostly urban, police station areas.

Many times it happens that a person returns home, but the information does not reach the police. Sometimes the family does not inform the police; and then too, it is difficult for the single bureau under the CID to deal with missing persons’ information from across the state. Hence, to spread the responsibility, in order to have up-to-date information, West Bengal Police has taken this decision, which is indeed commendable.

SC allows Centre to withdraw 4 more CRPF companies from Darjeeling hills ahead of Gujarat polls

-The bench agreed to the Centre's plea to relocate half of the remaining paramilitary forces from the state's strife-torn districts to the poll-bound state.

The Supreme Court on Monday allowed the Centre to withdraw four of the eight companies of Central Armed Paramilitary Forces (CAPF) from Darjeeling and Kalimpong in West Bengal in the wake of the upcoming Gujarat elections. The forces were deployed there following the protests in the hills over the demand for a separate state of Gorkhaland.

A bench of judges headed by Chief Justice Dipak Misra agreed to the Centre’s plea to relocate half of the remaining paramilitary forces from the state’s strife-torn districts to the poll-bound state.

The top court on October 27 had allowed the Centre to withdraw seven of the 15 companies of CAPF from the districts. The decision came after the Centre filed a petition saying that the forces were required in the poll-bound states of Gujarat and Himachal Pradesh as well as along the borders of Jammu and Kashmir and in the north-eastern states. In its plea, the Centre also argued that the internal security situation of the country cannot be ignored before taking any decision of troop deployment to states.

The forces were allocated to West Bengal after the state government had asked for security during the Gorkha Janmukti Morcha statehood agitation in Darjeeling. Complying with the request, a total of 12 CRPF and three SSB companies were deployed in the state.

After the strike ended, the Centre decided to withdraw a few companies from the region. The Mamata Banerjee-led state government, however, objected asking the Union home ministry to extend the deployment of forces till December 25. The Centre, in response, said the situation in the hills had improved compared to July when the troops were initially positioned. The Calcutta High Court had then stayed the withdrawal after Mamata Banerjee approached it. The decision was, however, overturned by the apex court.

Global business body comes to town - Mamata to speak at Horasis meet

In PC : Participants at the meeting in Calcutta on Sunday. Picture by Sanat Kumar Sinha

Bengal chief minister Mamata Banerjee will be the star attraction at the Horasis Asia meeting on Monday, when she will address a gathering of the region's senior leaders from the business community and the government on the state's priorities and policies towards an economic renaissance.

Horasis - to see, as in a vision, in ancient Greek - is a global community committed to enact visions for the future. The forum holds several meetings across the globe, including regional summits focusing on India and east Asia.

"This is the first time that Horasis has come to India and that too in Calcutta.... This means a lot," said Shaswat Goenka, the president of the Indian Chamber of Commerce, which is hosting the event along with the state government.

The fact that the Bengal government, which is actively scouting for business, has partnered with the event is an indication that it is keen on using the forum to reach out to business leaders from emerging markets and their global counterparts. On being invited as a speaker, the chief minister was scheduled to take part in the 2016 edition of Horasis Asia in Bangkok last November, but she opted out at the last moment to spearhead the protests against the Prime Minister's demonetisation decision.

Over the past few years, Mamata has been trying to promote business opportunities in Bengal, citing the geographical advantage of the state and its easy connectivity with east and southeast Asia. Though the state government has been holding its annual investor summit with much fanfare and the chief minister is herself touring several countries - Singapore, England, Germany and Scotland - getting investment into the state has remained an Achilles heel for the government.

"She is expected to roll out the government's policies and priorities and the business leaders will be keen to hear what the state has to offer," said a city-based businessman.

It is likely that Mamata will use the forum to seek participation of the chief executives of global companies in the state's annual investment summit, to be held in January 2018.

At the meeting on Sunday afternoon, the participants were busy brainstorming on several topics in parallel sessions that went through to the evening. Among several sessions, the one on "Valuing Unity in Diversity" threw up several takeaways, some of which Mamata has been stressing for sometime.

"There are so many elections in the country.... Can't all these elections be held on one day?" asked a participant at the session.

His question indicated that the politics surrounding elections have often come in the way of good economics. Mamata has, several times in the past, stressed on the same point, highlighting how elections and the guidelines surrounding them hamper delivery of governance

Navy job racket busted

The arrested trio in Jalpaiguri.pic by :Biplab Basak

Three Bihar youths have been arrested in Jalpaiguri for allegedly planning to conduct "an examination" to recruit people to the "Indian Navy" and hand them fake appointed letters after taking "Rs 2-3 lakh" from each of them.

Police said Divyanshu Mishra, Amaresh Yadav and Pramod Kumar - all residents of Darbhanga district - had arrived in Jalpaiguri a few days ago and were to conduct the test at a local school on Sunday.

The police sniffed a conspiracy when the trio informed the Kotwali police station about the test and sought security for the exercise.

"On Sunday, they were to conduct an examination at a local school for recruiting youths to lower posts in the Indian Navy. They had informed us about the test and sought security for the so-called exam," said Biswashroy Sarkar, the inspector in charge of Kotwali police station.

Sources said the police became all the more suspicious after scanning the application, which was made in the name of "Institute of Maritime Academy Private Limited".

"It was surprising that a placement agency would carry the tag of private limited. Also, exams for recruitment to the Indian Navy are conducted by the defence forces," said an officer.

The police learnt that the company was floated in July this year and its address mentioned Dwarka in Delhi.

A police team went to the Jalpaiguri hotel where the trio had put up and detained them for questioning on Saturday evening. "None of them could reply to us satisfactorily. We brought them to the police station," an officer said.

Sources said the trio had admitted that they planned to dupe the candidates for Rs 2-3 lakh each. They were arrested on Saturday night.

"They planned to call the examinees to Delhi and ask for Rs 2-3 lakh from each for the appointment letters. The trio would have fled then," said another officer.

At the hotel, the police also found two women, who have apparently said that they had been asked by the trio to work as "receptionists" at the test centre on Sunday.

Around 80 candidates - all from Assam - turned up at the Purbanchal High School in Jalpaiguri for the test but found the gates locked.

"We had seen ads in newspapers in our area. I felt interested at the prospect of working for the navy and found some local shops selling forms for the exam. I had to attach a draft of Rs 300 with the filled form. A few days later, I received an admit card, where the details of the exam and the test centre were mentioned," said Kavita Kumari, a resident of Paltanbazaar in Guwahati.

A teacher of the school where the test was to be held said: "They had said they would pay us on Sunday for using the school as a test centre. We never imagined that they had such plans."

Miss World Manushi Chhillar will be back in India on Saturday night, a week after she bagged the beauty title for the country in the Chinese city of Sanya.

Manushi was in Hong Kong and London in the last one week, and will land at the Mumbai International Airport at 11:45 pm on Saturday, her maternal uncle Sandeep Sehrawat said.

The newly crowned Miss World is set to receive a grand reception in the country, especially in her home state Haryana from where she is the first woman to ever win the pageant.

The Haryana government is also mulling to make her the brand ambassador of its ‘Beti Bachao Beti Padhao’ campaign to encourage state women to achieve laurels in their respective fields. Manushi tweeted that she can’t wait to be back home and meet everyone.

Her native village Bamnoli in Jhajjar and her medical college in Sonepat are waiting to get details of her schedule to start preparing for her grand welcome. According to her family, she will take part in several events in Mumbai before coming to Delhi and meet the Prime Minister and President.

She is expected to be in Haryana in the first week of December. “We are all waiting for her and feel so proud of her achievement. Her grandparents are waiting to feed her favourite dishes,” Sehrawat said.

Mamata Banerjee’s nephew Abhishek owns TMC slogan: Mukul Roy

The former TMC leader, however, did not claim there was any illegality involved in the move.

[Hindustan Times, Kolkata]

Maa Mati Manush, the catchline Trinamool Congress leader Mamata Banerjee effectively used to unseat the 34-year-old Left Front government in Bengal in 2011 is registered in the name of her nephew Abhishek Banerjee, BJP leader Mukul Roy alleged on Saturday.

The former TMC leader, who switched over to the BJP earlier this month, however, did not claim there was any illegality involved in the move.

Roy’s allegation was in continuation of his previous attack on the 31-year-old Lok Sabha MP.

On November 10, Roy in his first public meeting as a BJP leader in Kolkata alleged that Banerjee was the owner of Biswa Bangla, the umbrella brand being promoted by the state government and Jago Bangla, the mouthpiece of the ruling party in Bengal.

“Abhishek Banerjee owns the Maa Mati Manush slogan. This is not an application, but a document that shows it is registered in his name,” said Roy waving a sheet of paper at a press conference.

He was flanked by BJP state president Dilip Ghosh, party central observer for Bengal Kailash Vijayvargiya and MoS heavy industries and public enterprises Babul Supriyo.

“We will present everything to the court and also in front of the public,” said Vijayvargiya.

Incidentally, a court in Alipurduar in north Bengal, in an interim injunction barred Roy from making any statement linking Banerjee to Biswa Bangla Marketing Corporation Ltd and Jago Bangla Media Pvt Ltd.

According to the Trade Mark Journal (No 1726 dated 04/01/2016), the trademark was granted on January 18, 2013 to Banerjee. The address mentioned in the journal is 30B Harish Chatterjee Street, Kolkata 26, the residence of the chief minister.

The ownership is valid up to January 18, 2023.

The slogan is derived from a Bengali rural play titled Maa Mati Manush staged in the 1970s. It was written by Bhairab Gangopadhyay.

“There is no illegality in getting a political slogan registered in an individual’s name. However, anyone owning the logo can claim royalty on anybody, or any party, organisation or even the government for using the slogan. If Abhishek Banerjee wants, he can charge the party and the government huge royalty for using his trademark,” prominent lawyer and CPI (M) leader Bikash Ranjan Bhattacharyya told HT.

After Roy’s allegation on November 10, Bengal home secretary Atri Bhattacharya and micro, small and medium enterprise (MSME) secretary Rajiva Sinha claimed the marketing corporation is owned by the state government.

TMC secretary general Partha Chatterjee also claimed chief minister’s nephew has nothing to do with the media company.

“I shall keep exposing more misdeeds,” Roy said at the press conference.

Reacting to the allegations, Chatterjee at a public meeting in Canning in South 24 Parganas district said: “We don’t want to respond to BJP’s allegations. But let me ask what sacrifices did their leaders make for the rights of the common man?”

Banerjee, who is also the Trinamool Youth Congress president, had on November 13 sent a legal notice to Roy, claiming that the veteran politician had made “false” statements against him and demanded an apology from him within 48 hours.

Banerjee later filed a defamation suit seeking the injunction before the court of civil judge (senior division) in Alipurduar

Scene: Howrah Station. Time: A winter morning in 1933. A youth feels a piercing pain in his arm as he is about to board a train. The pain is from a needle that injects a plague virus into him. The virus is from a Bombay laboratory and the contract killer has been hired by the elder brother of the victim. The incident is regarded as one of the first instances of ‘individual bio-terrorism’.

Scene: Sarat Bose Road, south Kolkata. Time: Christmas eve, 1991. A 47-year-old homemaker from a business family hires employees of the family firm to murder her next-door neighbours, both of whom are in their 50s. The police are clueless till they get a lucky break, thanks to an inebriated youth flaunting a camera at a gambling joint in another part of the city. Bimala Khetawat, the homemaker behind the murder, eventually commits suicide.

These and many other gripping true crime stories have been presented every Sunday morning since July by the Kolkata Police on their Facebook page. True-crime aficionados are hooked.

The department accepted the request of followers of the FB page to provide information about old and sensational cases and decided to present them as stories. It titled the series ‘Rahasya Robibar’ (Sunday Mystery) and the first story was about a 1994 murder.

The narration was lapped up, post was shared nearly 250 times and attracted as many comments. Most urged the department to continue with the initiative.

With every Sunday, the readership increased. The fifth story, homemaker Debjani Banik’s murder case of 1983, published on August 27, was shared more than 700 times. The next, on the 1933 incident, was shared more than 1,200 times and attracted more than 800 comments.

In late October, the police’s announcement about a temporary break in Rahashya Robibar was met with protest. The sheer pressure of the readers forced the police to launch a new series titled Purano Sei Diner Katha (Tales from Olden Times), narrating stories of freedom fighters from the crime files.

The new series has gained instant popularity. Written in Bengali in a racy style, the crime stories have captivated readers, who wait eagerly for their weekly dose of thrills.
