From attacks on migrant labourers in many States to anti-Constitutional remarks by Minister: Trinamool rocks Parliament

Trinamool MPs of both Houses today protested near the Gandhi statue in Parliament premises against the attacks on migrant labourers in various States. The MPs raised slogans, demanding that the Centre breaks its silence on the issue.

The party also filed a Notice under Rule 267 to suspend all business and take up an immediate discussion on the rising incidents of violence against the migrant labourers. Chief Whip of the party in Rajya Sabha, Sukhendu Sekhar Roy urged the Chair to suspend all business. Party MPs descended the well, too.

Also, Sukhendu Sekhar Roy also raised a Point of Order on the disparaging remarks of a Union Minister against the Constitution of India. He said, “Whether a person holding the rank of Cabinet Minister in the Government of India can denounce the Preamble of the Constitution? Can he be allowed to continue as a Minister?”

MPs of other parties like Samajwadi Party and Bahujan Samaj party also joined in the protests.

Crimes against women show a downward trend during Mamata Banerjee’s tenure as CM

 

The Bengal Government formed and led by Mamata Banerjee was elected to office of a majority mandate that was promised a safer and more secure State which would be founded on the pillars of qualitative development and considerable social welfare.

The recent data from 2016 Crime Statistics indicates that Bengal today has bettered significantly in both ensuring better mechanisms of reporting while also creating more robust mechanisms of crime prevention. Kolkata now stands at the 17th position in terms of crimes against women. This rank is much higher than other metro cities like Mumbai, Ahmedabad, Bangalore, Chennai, Jaipur and Delhi.

Total crimes against women has also seen a downward trend in Bengal: In 2014, the number was 38,424. It came down to 33,318 in 2015 and in 2016 further reduced to 32,513.

Bengal records the least number of rapes of minors. Sensitisation is a social cause and works hand-in-hand with ensuring safety through the legal machinery. It is in light of this crucial realisation that the Kolkata Police has also begun sensitisation workshops with boys in schools in order to make them aware of how to interact with women and make the city more conducive for women.

Bengal Government has built models of social security schemes – like Kanyashree – that are intended to keep women in schools against the odds of their gender, constructive programmes and constant vigilance through tools of the State Government such as the police has helped the current Government in Bengal better the situation of crimes against women from the time it has come to office to now.

December has been etched in the Indian memory as that of collective rage against a brutal rape that occurred in the National Capital of India. While the inhumanity of that crime shook us, we all acknowledged that women are unsafe and sexually victimised each day– in homes and streets and schools and workplaces, and it is only with the collective commitment and will of every member of the citizenship as well as the governing that any conspicuous change can be affected.

Bengal, through exemplary work in fields of education and law and order has begun this daunting journey and results are very prominent.

Bengal Govt earns praises for its efforts against child prostitution



The Bengal Government’s measure to stop child prostitution has drawn effusive praise from the international NGO, International Justice Mission (IJM). The regional head of ICJ conveyed this at a function recently.

A survey report has been published recently, co0authored by the West Bengal Commission for the Protection of Child Rights and ICJ. The report covered the districts of North and South 24 Parganas Howrah and Purba Medinipur, and Kolkata.

The report has established that due to the efforts of the police and different wings of the State Government, child prostitution has been significantly reduced, and has painted a very hopeful picture for the future.

SC extends Aadhaar linking deadline to March 31, but spells no relief for Aadhaar holders opening new bank accounts

Bench schedules final hearing on 28 separate writ petitions challenging very validity of Aadhaar scheme to January 17, 2018.

An Aadhaar holder opening a new bank account will have to furnish his Aadhaar card to the bank, a five-judge Constitution Bench of the Supreme Court, led by Chief Justice Dipak Misra, ordered on Friday.

The Bench extended the deadline for Aadhaar linkage to March 31, 2018 only for non-Aadhaar holders opening new bank accounts. They have time till March 31 to enroll for Aadhaar and produce it before the bank authorities. During the interim, they can furnish their Aadhaar enrollment application to the bank.

“Those who already have Aadhaar cannot go on [open a new bank account] without Aadhaar. If they have Aadhaar, they will have to furnish it to the bank,” Chief Justice Misra clarified to senior advocate C.A. Sundaram, appearing for the UIDAI (Unique Identification Authority of India).

“You see, there is no question of producing Aadhaar enrollment application for those who already possess Aadhaar cards,” Justice D.Y. Chandrachud, who authored the interim order for the five-judge Bench, reasoned.

The Bench scheduled the final hearing on 28 separate writ petitions challenging the very validity of the Aadhaar scheme for January 17, 2018.

'Issue of validity is of considerable importance'

Reading out the order for the Bench, Justice Chandrachud said the issue of Aadhaar's validity is of “considerable importance” and requires resolution and clarity at the earliest for the benefit of both the citizenry and the government.

Justice Chandrachud pointed out the fact that a nine-judge Constitution Bench on August 24, 2017 recognised and upheld privacy as a fundamental right and intertwined it with basic human dignity and right to life.

This verdict had made it all the more important that the quesion whether Aadhaar was constitutional or not should be resolved by the five-judge Bench at the earliest, he said.

‘Stark violation of fundamental right to privacy’

The petitioners challenging Aadhaar argue that the scheme, which requires the parting of biometric and personal details, is a coercive step and a stark violation of the ordinary citizen's fundamental right to privacy. The danger to privacy, they reason, is all the more great because India does not have a data protection regime to prevent or punish personal data leakage.

Mobile phone-Aadhaar linkage extension

The Constitution Bench extended the deadline for mobile phone-Aadhaar linkage from February 6, 2018 to March 31, 2018. Aadhaar was a mandatory requirement for e-KYC procedure in mobile phone connections, existing and new.

The court  also extended the deadline for Aadhaar linking to avail 139 services and subsidies under Section 7 of the Aadhaar Act to March 31, 2018. It directed that the deadline extension should be communicated to the State governments so that people at the ground level are not denied basic welfare and subsidies for want of an Aadhaar card.

Various government agencies and ministries had issued 139 circulars over the past months, mandating Aadhaar for availing or accessing welfare benefits, subsidies, services for which the funds were sourced from the Consolidated Fund of India.

As an interim measure, the Bench said the position held by the Binoy Vishwam judgment on the validity of Section 139AA continues.

A two-judge Bench of Justices A.K. Sikri and Ashok Bhushan, both part of the present Constitution Bench along with Justice A.M. Khanwilkar, had concluded that Section 139AA of the Income Tax Act was not violative of the fundamental right to equality enshrined in Article 14 of the Constitution.

The Section had mandated the linking of Aadhaar for filing of income tax returns.

However, the two-judge Bench had left open the question whether the provision was violative of right to privacy and dignity of the individual to the Constitution Bench for final decision.

On November 14, Attorney General K.K. Venugopal submitted that the deadline for linking of “everything”, including bank accounts, with Aadhaar had been extended from December 31, 2017 to March 31, 2018.

Finance Ministry notification

In this regard, the government side had referred to a notification issued by the Ministry of Finance, which had amended the proviso to Rule 9 (17) (a) of the Prevention of Money Laundering (Maintenance of Records) Rules of 2005 to remove the December 31 deadline. The notification also had substituted Rule 9 (17) (c), which said bank accounts would cease to operate if they were not linked with Aadhaar by December 31.

A later press release issued by the Ministry on November 13 evening fixed the extended deadline for Aadhaar-bank linking as March 31.

The government last week informed the court its willingness to extend the last date for linking of welfare subsidies and services under Section 7 of the Aadhaar Act of 2016 to March 31.

Justifying Aadhaar linkage with bank accounts, senior advocate Rakesh Dwivedi, for the RBI, had submitted that Aadhaar linkage was instrumental in weeding out 2.2 lakh fake bank accounts out of a total 54 crore.

Senior advocate Meenakshi Arora, for the petitioners retorted that "the whole nation cannot be held suspect to money laundering activities".

"For 70 years, the banking system has functioned without a hitch... why impose Aadhaar now?" Ms. Arora had said.

Senior advocate Sanjay Hegde said imposing Aadhaar in bank accounts would do "irretrievable injustice" to a person's right to conscientiously hold out against linkage for the sake of his fundamental right to privacy.

Raiganj: A team from the state excise department in North Dinajpur was attacked by a group of villagers, including illegal liquor sellers, on Raiganj's outskirts late on Wednesday evening.

The team, led by Amita Lepcha, the district excise controller and comprising 11 others, including women constable, had gone to Bamui village to conduct raids on illegal liquor dens.

"We had information that some people are selling illicit country liquor at the village. As we reached the spot, the liquor sellers, along with a group of women, attacked us. All of us have were injured. They have even ransacked our vehicle," Lepcha said.

Department sources said the moment the team entered one of the liquor dens, they were attacked with bricks and sticks.

As the team members tried to save themselves, they found a large group of women chasing them.

"We soon got outnumbered. The women also attacked our women constablestime," said Partha Roy, a constable of the department.

Some in the police questioned the manner in which the raid was conducted. "It was irresponsible on the part of the excise team to go for such raids without policemen, that too, in a village and in the late evening, ," said a police officer.

Bengal is not like other states. We welcome people from other regions: Mamata Banerjee

Chief Minister Mamata Banerjee today inaugurated a number of developmental schemes at a public meeting in Kotshila, Purulia, that will give a huge boost to employment, infrastructure, healthcare, education and overall development in the district. A new industrial unit and several new projects were initiated.

Building a rapport with the local people by initially speaking in the Kurmari language, she said the head office of the West Bengal Kurmi Development and Cultural Board will be set up in Purulia. The formation of the board had already been announced for the focussed development of tribal people in the region. A special office of the board will be located at Jhargram. A Manbhum Cultural Academy was also being built and would start functioning soon. Some other salient points of her speech:

Opportunities for the tribal people of the region have increased manifold over the past six years. Food, education, land are among the many benefits that they have been receiving;The fear of Maoist attacks has been replaced with peace and security. Now, not only are the residents even in Jungle Mahal areas able to go about their daily activities without apprehension, but tourists are also coming to the district, providing scope for growth and employment;About 2 lakh artists are being given a Rs 1,000 monthly assistance as well as jobs through advertised posts. All this was not there before and has been introduced as artists are our pride;Issues like free treatment, water supply, roads, farm loans among others have been addressed through various schemes and projects.

 

We are a government that cares for its people and works for their improvement and growth, the Chief Minister said. There are schemes for the benefit of the poor and underprivileged right from birth to death. The Central Government has stopped funding many projects, even though taxes are collected from the state. But despite these hardships, we are continuing with the schemes, she said.

She asked why should people from our state who go to other states for work to get killed in the process. This is very distressing. There is no need for them to go, we will provide them work, even if it is running a tea stall. Bengal is not like other states. We welcome people from other regions. It is their right. But that does not mean Bengalis will be killed when they go to work in other regions. Please come back. When demonetisation took place, many workers had to come back. We assisted each family with a Rs 50,000 financial aid.

With today’s programme, a total of 30,000 people of this district have been given benefits in one form or the other by the government. We are the only state that has provided 90 percent of its people one benefit or the other. Our job was to return peace in the region, provide rice at Rs 2 a kg, and create opportunities for education. We have done this, for Bengal is our motherland, our pride and our future, she concluded.

Ambulance collision kills four - Truck hits vehicle, hospital employees charred

Four employees of a private hospital in Murshidabad's Behrampore, including an optometrist and a nurse, were charred to death when the ambulance they were travelling in collided with a truck on National Highway-34 and caught fire on Friday morning.

Those killed were identified as Ria Saha, 23, optometrist, Julekha Khatun, 20, a trainee nurse, Ratul Saha, 45, an employee, and Utpal Sarkar, 25, the driver who was also a hospital staffer. All worked at the Gitaram Hospital on the outskirts of Behrampore town and were going to Raghunathganj for a free eye-check up camp.

Co-owner of the hospital, Pankaj Chowdhury, said: "I am shocked. I had never imagined that I would have to lose them in this manner. We will stand by the bereaved families and extend any support they need."

A hospital official the ambulance had set off with the four around 10.30am. "They were on their way to Raghunathganj to attend the health camp. They had a head-on collision with a truck on NH-34 near Mathurapur village. Immediately after that, the ambulance caught fire and all the occupants were burnt to death," the official said.

Alam Biswas, a Mathurapur resident, said he was walking to his farm when he heard a loud crash. "I saw the ambulance ablaze and the truck driver step out and run away. I and many others ran to the ambulance but could not get near it because of the intense heat. I called up the fire station at Raghunathganj town," said Biswas.

Another eyewitness said they could not try to douse the fire immediately because there was no source of water nearby. Two fire tenders arrived from Raghunathganj, 8km away, after 25 minutes and put out the blaze. "One of the victims was still alive. She was pulled out by the fire brigade officials who broke the windows," the witness said. Ria Saha died on the way to Murshidabad Medical College and Hospital.

A police officer said the truck had been seized and a hunt was on for the driver.

Be careful if you are diabetic



Having diabetes means one has an increased risk of developing long-term complications but that does not mean they will definitely face complications.

Mostly, people with diabetes check their glucose 4-6 times a day. Some with type 2, exercise for hours or put themselves on very strict diet. Is this all necessary? Take charge of your health every day to live well with diabetes.

No doubt, having diabetes means one has an increased risk of developing long-term complications but that does not mean they will definitely face complications. Many of them can live for decades without suffering any health effects. There are several safe ways to care for your condition at home:

• Take advice from your doctor as to when you should check your blood sugar- before meals, after meals, after exercise, at bed time or when you are feeling uncomfortable. Ask him what you need to do when your levels are too high or too low.

• Pick your spot for testing. Maintain record of your readings. See trends to trace any problems. It will also help your doctor to treat you well.

• Keep a track of your weight. If you are overweight you should, lose 10-15 pounds to slash your blood sugar. Check with your doctor and a diabetes nutritionist before starting a weight loss plan. You can achieve your target with a better diet and exercise routine.

• Sleep well to improve your sugar level. It’s not just about the amount of sleep you get- the quality makes a difference when it comes to improving blood sugar.

• Get regular exercise. Breathing exercises are also very crucial to be incorporated in your fitness regimen. Practise relaxation techniques.

• Stop drinking alcohol.

• Quit smoking.

• Say no to caffeine.

• Be vigilant before you try a supplement.

• Some might be helpful but others can be harmful.

• Your choice of food matters, especially the carbohydrates. You need to take care of the number of calories you intake. The per-day intake should be between 1500-1800 calories. Include at least three vegetables and two fruits each day. Dry fruits seem to be unhealthy for diabetics because of the fructose in them. It can spike your sugar level. Eat fresh fruits instead. Eat whole grains as an alternative of refine grains. Vegetables such as broccoli, beans, spinach, peas and leafy greens should be incorporated in daily diet. Pulses should also be a part of your everyday meals. Mono saturated fats are good for your health. Eat small frequent meals. Consuming soaked almonds every morning can keep your diabetes in check.

• Try some herbal kitchen ingredients that are good to control diabetes. Drink cinnamon with warm water on an empty stomach every day to help increase metabolism. Include drum sticks in your daily diet to increase satiety. Drink 3-4 cups of green tea daily. The polyphenols in green tea help in controlling blood sugar levels. Soak a tea spoonful of fenugreek seeds in a glass of water overnight. Strain and drink in morning. Drink tomato juice adding little salt and black pepper powder on an empty stomach every day to control diabetes.

Worrying about our health can be a never ending source of stress. Stress is bad for not only happiness but diabetes also. It is safe for diabetic people to live a more relaxed life. Follow these easy tips and live happily.

Sikkim police officer participates in leadership programme at US


Sikkim Police officer Sonam Yankeela Bhutia has returned home after participating in the prestigious ‘International Visitor Leadership Programme’ (IVLP) at the US.

Sonam Yankeela, an inspector in the Anti-Human Trafficking Unit (AHTU), Crime Branch of Sikkim Police, was selected by the US government for the IVLP.

She was among the four officers chosen from India for the premier professional exchange programme of the US Department.

Minister of State for Micro, Small and Medium Enterprises (MSME) Department recently said that the Trinamool Congress Government has brought about a marked growth in the socio-economic condition of handicrafts artisans in the rural reaches of the state by giving them platforms to sell their items.

He was speaking at the prize-distribution ceremony of the State Handicrafts Expo in New Town.

As many as 40 handicrafts and handloom fairs are organised by the Trinamool Congress Government at various locations every year. During the previous Left Front Government, only 12 such fairs used to be held.

The minister followed it up with another comparison – from the various fairs, handicraft items worth nearly Rs 40 crore are sold every year, compared to Rs 18 crore during the previous government’s rule. Not just that, many of the handicraft items have found a market abroad, courtesy again, the current State Government.

The government is also bearing the travel expense of the artisans who bring their products from far-off districts and showcase them at the fairs. To ensure that the artisans do not face any difficulties, the MSME Department is also waiving the entry fees for the participants.

MP assembly passes bill awarding death for rape of girls aged 12 or less

"The people who rape 12-year-old girls are not humans but devils. They don't have the right to live," says Chief Minister Shivraj Singh Chouhan

The Madhya Pradesh assembly on Monday unanimously passed a bill that will see rapists of girls 12 years or below being hanged till death. The move comes after the Shivraj Singh Chouhan Cabinet approved the bill last week. Called Dand Vidhi (Madhya Pradesh Sanshodhan) Vidheyak, 2017, the bill will be sent to the Centre and will need the assent of the President to become a law.

The development comes after the latest NCRB report revealed that Madhya Pradesh recorded the highest number of rape cases in the country. The bill proposes death penalty or a minimum term of 14-year rigorous imprisonment or life imprisonment till death for raping girls aged 12 or less. The minimum punishment increases to 20 years rigorous imprisonment for gang rape of girls aged 12 or less.

The bill also proposes punishment for disrobing, stalking or sex on the pretext of marriage. The jail term increases for second or subsequent offences.

Speaking to ANI on the bill, Chief Minister Shivraj Singh Chouhan said those who rape minor girls were not humans but devils and they didn’t have the right to live. “Jo log 12 saal ki masoom bachhi ka balatkaar karte hain wo manushya nahi pishach hain unhe jeene ka adhikaar nahi (The people who rape 12-year-old girls are not humans but devils. They don’t have the right to live),” Chouhan said.

Giving details about the bill, the chief minister also said repeated stalking would be a non-bailable offence and offenders would be punished. The government had mooted the bill after a 19-year-old woman was allegedly abducted and raped by four men near railway tracks in the vicinity of Bhopal’s Habibganj train station on October 31 when she was returning home after attending her coaching classes, leading to widespread protests across the state. The police too came in the line of fire after it was found that they had delayed in registering the FIR.

The bill proposes terms ranging between three and seven years for harassment (first offence). For second and subsequent offences, the minimum jail term will be seven to 10 years and a fine of Rs 1 lakh. Stalking will invite jail term of three years for the first offence. Second and subsequent offences will be punished with minimum three years and maximum seven years in jail and fine of Rs 1 lakh.

Another proposed amendment says bail will not be granted to those accused of crimes punishable with seven or more years before hearing the public prosecutor. Assault with intention to disrobe or use of force will be punishable with three or more years for first offence. The term will increase to minimum seven years for second and subsequent offences but the maximum term will be 10 years. Living in or having sex on the pretext of marriage will be punishable with a term up to three years or a fine.

Here’s Why We Celebrate Armed Forces Flag Day

December 7 marks the annual Armed Forces Flag day in India since 1949. It is commemorated to honour the soldiers, sailors and airmen of India and for their services. This year the Army is celebrating this entire week as Armed Forces Week from December 1 to December 7. It is celebrated throughout the country as a tribute the valor warriors, to salute the expert soldiers as well as to refurbish the harmony of citizens. It is also called as the Flag Day in India

Our admiration for the martyrs should not mean that we forget the living heroes who were wounded while on duty or their widows and children whom they left behind to fend for themselves.

The Flag day is mainly held for three basic purposes:

Rehabilitation of battle casualtiesWelfare of serving personnel and their familiesWelfare and resettlement of ex-servicemen and their families.

Government measures at the Centre and the State level alone are inadequate to provide this support to the disabled, non-pensioner, old and infirm ESM, their families, war widows and orphaned children. It, therefore, becomes the collective responsibility of each citizen to make their voluntary contribution towards providing care, support, rehabilitation and financial help to them.

The Motive Behind Armed Forces Flag Day:

It is held to raise funds for the well-being of the serving soldiers, providing rehabilitation to the battle victims, and supporting their families as well as the resettlement and welfare of the ex-servicemen personnel and their families.

Flag Day celebration in India bring a lot of hope in the relatives of those victims who had sacrificed their precious lives for the better tomorrow of the country. The flag day in India strengthens the cultural bond among the people of India and the staffs of armed forces. This celebration enhances the welfare of the serving personnel of Indian armed forces.

How Flag Day Came into Existence?

The armed forces flag day derives its inspiration from Armistice Day on 11th of November held in commemoration of first world war. It was named as Poppy Day as poppy souvenirs were operated to benefit the retired soldiers and their relatives. After independence, the Indian Government decided under the special commission of August 28 in 1949 that a Flag Day would be celebrated annually on 7th of December.

It is in August 1949 that the then PM Pt Jawaharlal Nehru thought of distributing flags to the general public and collecting funds from them in return for the forces. What signifies flag day is the fact that it is the responsibility of the Indian citizens to take care of the personnel who fight for the country and their dependents.

This would aim to collect funds from the common public by selling the flags of India. These funds will be used for well-being of the staff of armed forces. Through this, Indians express their gratitude to the serving and retired soldiers of India and the martyrs by donating towards flag day fund.

Flag Day Fund:

The management of the Armed Forces Flag Day Fund rests with the Managing Committee chaired by Defence Minister, Vice Chairman is Minister of State for Defence, and members include three Service Chiefs, Defence Secretary, Secretary, Ex-Servicemen Welfare and the other senior Central Govt officials.

In 1993, these funds, along with many other related welfare funds were merged into a single Armed Forces Flag Day fund, which include:

Amalgamated Special Fund for War Bereaved, War Disabled and other ex-Servicemen/Serving PersonnelFlag Day FundSt Dunstan’s (India) and Kendriya Sainik Board FundIndian Gorkha Ex-Servicemen’s Welfare Fund.

The Flag Day Today:

On the Flag Day the Indian Army, the Indian Air Force and the Indian Navy, arrange a variety of shows, carnivals, dramas and other entertainment programmes to showcase the efforts of their personnel to ensure national security and to show to the general people of India about their safety. Throughout the country small flags in red, deep blue and light blue colours representing the three Services are distributed in exchange for donations.

Expressing their gratitude towards the soldiers are also the members of Indian Cricket Team playing test match. The Men in Blues, in a token of honour, are sporting the Armed Forces Flag badges on their test kit to reckon the unconditional assistance of the Indian Armed forces. Virat Kolhi and his team will be flaunting the honorary badge under the crest of the whites which will be fashioned throughout the test.

Not only the cricket team, but after having the portraits of PVC winners displayed on their walls, the Universities across the country will also organise different programmes in order to generate awareness about the supreme sacrifice and valour of our armed forces, among the youth. In the initiative ahead of Armed Forces Flag Day on December 7, the University Grants Commission (UGC) has issued directives to all universities for the same.

Setting an individual example, Samir Singh, an ultra marathon runner, started a 15,000 km run from Attari-Wagah border to raise funds for AFFD. Singh and his team of six runners started their Run from JCP Atari to cover 24 states & 7 UTs spanning 15,663 km. The run is expected to finish in April 2017.

Chief Minister agrees all our demands: Binay Tamang

Darjeeling: Binay Tamang, the chairman of the board of administrators of the Gorkhaland Territorial Administration, said on Tuesday that the Bengal chief minister had agreed to take forward all demands placed by him.

Tamang called on Mamata Banerjee in Calcutta on Monday evening.

"After a long discussion, the chief minister has agreed to take forward all demands placed by us. Only on Monday did we demand appointment of teachers and the process has already started," said Tamang.

उनको जन्म बुबा बलभद्र र आमा रेनुकाको कोखबाट वि.सं. १९९९ साल असोज १६मा भएको हो। उनले साढे एक वर्षमै बुबा गुमाए। यही बेला गाउँमा चलेको महामारीका कारण आमासँगै उनी भारतको डुअर्सको चियाबगान पुगे, जहाँ उनका जीवनका ३१ वसन्त बिते। बिस्तारै आमाको अवस्था पनि कमजोर हुँदै गएपछि कम उमेरमै उनले पारिवारिक दायित्व सम्हाल्नुपरेको थियो। जस्तोसुकै विपत्तिमा पनि संगीतप्रतिको उनको लगाव जारी नै रह्यो, 'संगीत प्रभाकर' सम्म उनले अध्ययन गरे।

तीसको दशकको सुरुवातसँगै उनको सांगीतिक जीवनले मोड लियो। वि.सं. २०३० सालमा काठमाडौंमा भएको 'अधिराज्यव्यापी राष्ट्रिय गीत प्रतियोगिता'मा उनले गाएको 'होसियार यसबखत समयको मुखलाई चिन...' प्रथम भयो र उनले स्वर्ण पदक प्राप्त गरे। यस गीतका संगीतकार तथा रचनाकार अम्बर गुरुङले पनिस्वर्ण पदक प्राप्त गरेकाका थिए।

प्रतियोगितामा प्रथम भएपछि रेडियो नेपालमा जागीरे भए भक्तराज। त्यसयता वि.सं. २०४६ सालसम्ममा उनले साढे चार सय गीत रेकर्ड गरिसकेका थिए। दुई दर्जनबाहेक सबै गीत उनले आफ्नै रचनामा तयार पारेका थिए। उनले धेरैजसो भजन र त्यसबाहेक आधुनिक, गजल, राष्ट्रिय, बालगीत लगायत कोएर, ब्यालेट, ब्यानटाटा (कविता गायन) र फिल्मको पाश्र्व गायनसमेत गरेका छन्। युगल गीत भने चारवटा मात्रै गाएका छन्।

वि.सं. २०४६ सालको एक साँझ बौद्धमा सांघातिक हमला भएपछि भक्तराजका टाउकामा झन्डै सयभन्दा बढी टाँका मार्नुपरेको थियो। त्यसयता लगभग उनको गायनयात्रामा विराम लाग्यो।

GNLF sticks to Sixth Schedule

Rohini (Kurseong): GNLF leaders returned to their basics here on Sunday and renewed the political campaign over the demand that the Sixth Schedule status be conferred on the hills.

Conferment of the status would pave the way for achieving the GNLF's ultimate demand of the separate state, they said.

Party president Mann Ghisingh, who was present at a meeting here, said: "Our key demand is still the Sixth Schedule status. The Sixth Schedule ke marg par Gorkhaland sambhav hain (Sixth Schedule can help us achieve Gorkhaland). This is our belief."

It was the first public meeting convened by the party after Mann and some other GNLF leaders were put in different posts of the Hill Area Development Committee (HADC) formed by the state.

Mann and some other leaders also took the task of apprising GNLF workers that the committee was an interim arrangement and they were pursuing their demand during the bipartite talks with the state.

"We have heard that there is confusion among some supporters after the HADC has been formed. But we want to make it clear that as I went and attended the meeting at Pintail Village a few days back with the state, we had raised our main demand. The state has formed the committee and has proposed our names as office-bearers. We would, however, assume the charge only after having a clear idea of its power and functions. It is nothing but an interim arrangement and we would never budge from our demand," said the GNLF president.

He also clarified that the HADC was outside the purview of GTA.

A political observer said the state put the hill party in a tricky situation.

"The GNLF leaders had to assert this clarification to pacify supporters as there were murmurs in the hills that the state has played the strategy of floating the committee to appease them. Unless addressed and clarified, such murmurs would have led to serious repercussions for the party that has started regaining its ground in past four-five months after a gap of almost 10 years," said the observer.

Ahead of the meeting, Mann and other leaders went to a local temple in Rohini, a tiny hamlet located around 25km from Siliguri where they performed rituals. Around 5,000 people were present at the meeting.

3 year old sexually assaulted in West Bengal

Even before the state of West Bengal could come to terms with the horrific incident of sexual assault of a 4 year old student by two teachers; a 3 year old was sexually assaulted in Raigunj in North Bengal by her uncle.

The incident took place in Raigunj, the district head quarters of North Dinajpur district. The 3 year old used to regularly visit the house of Bimal Mondal, a distant uncle in the neighbourhood to play with her cousin. On Friday evening too like any other day she had gone to the house to play.

Mondal was alone at home. His wife and daughter had gone out. Taking advantage of this, Mondal allegedly sexually assaulted the three year old.

When the victim returned home she was in great trauma. She even complained of abdominal pain. Her clothes were smeared with blood and she was bleeding profusely.

When questioned by her mother, the victim broke down and narrated the ghastly incident. She was rushed to the Raigunj District Hospital.

"The patient was admitted at the Hospital. She underwent medical examination and treatment. At present her condition is stable" stated Gautam Mandal, Superintendent, Raigunj Hospital.

The parents then lodged an FIR at the Raigunj Police Station. Bimal Mondal tried to give the police a slip. He was not at home when police visited his house to investigate. Later at around 10pm police nabbed him from the Raigunj Bus Stand. The accused is a hawker by profession.

Charged under different section of the Protection of Children against Sexual Offences Act (POCSO,) Bimal Mondal was produced in the Raigunj Court on Saturday.

Meanwhile in the GD Birla School case in Kolkata, the two accused were produced in court on Saturday. The judge granted the prayer of the police and remanded the two accused namely Avisekh Rai and Mohammad Mafizul to police custody. The two will be produced again in court on December 4. They have been charged under different sections of the POCSO Act. The court rejected the bail petition moved by the defence lawyers of the accused.

Incidentally a 4 year old was allegedly sexually assaulted by the two in the school toilet on Friday. Both Rai and Mafizul are Physical Training (PT) teachers in the JD Birla School in Kolkata.

Protests by parents and guardians of the students continued in the school on Saturday. They demanded the immediate arrest of the Principal of the school for trying to hide facts.

A 3 member committee constituted by the Madhya Siksha Parishad of the Education Department after inquiring into the matter has submitted a report to the Government where they have complained of inadequate infrastructure to run a school. The committee is not to happy with the role of the school authorities also.

Incidentally the school is not under CCTV surveillance. After heavy protests the authorities have started installing CCTVs on Saturday. The male and female students of class 11 and 12 use the same toilet also.

Priyanka Tibriwal, the lawyer representing the family of the victim stated that they would be filing a case against the school principal and the trustee members.

Kolkata Police sets up Olympic-standard shooting range for public


Kolkata Police (KP) has set up a modern indoor shooting range of Olympic standard, equipped with electronic target system, for everyone’s use. It was opened to the public on November 11. This is a first-of-its-kind shooting range not only in Kolkata, but in the entire eastern India.

It is located at the Police Training School (PTS) on 247 AJC Bose Road.

According to a post on KP’s Facebook page, the shooting range has been opened with a view to promote shooting as a sport and to provide opportunity to the common people.

Specifically, as the DC (Traffic), who is in charge of the whole process, said during the opening, the primary focus is on creating world-class shooters from Bengal. Bengal has talent; Kolkata Police is just trying to give an opportunity to those talents.

Applications have to be made online. The participants are selected through a draw of lots. Till now, 600 applications have been submitted.

A nominal fee of Rs 100 is charged towards the cost of ammunition and maintenance. For those seriously interested in pursuing the sport, facility for practice is offered at Rs 200 per month.

88 girl students forced to undress as punishment by teachers in Arunachal school



Two assistant teachers and a junior teacher forced 88 students to undress before other students following the recovery of a piece of paper containing vulgar words about the head teacher and a girl student.

Students of a girls’ school in Arunachal Pradesh were allegedly forced to undress by three teachers as a punishment for writing vulgar words against the head teacher.

Eighty-eight students of class VI and VII of Kasturba Gandhi Balika Vidyalaya, Tani Happa (New Sagalee) in Papum Pare district were subjected to the humiliating treatment on November 23, police said.

The matter, however, came to light on November 27 after the victims approached the All Sagalee Students Union (ASSU), who then filed an FIR with the local police.

According to the complaint, two assistant teachers and a junior teacher forced 88 students to undress before other students following the recovery of a piece of paper containing vulgar words about the head teacher and a girl student.

Papum Pare Superintendent of Police Tumme Amo on Wednesday confirmed the filing of the FIR by ASSU. He said the case has been forwarded to the women police station here.

“The officer in-charge of the (women) police station said the victims and their parents along with the teachers will be interrogated before registering a case,” Amo said.

A team of All Papum Pare District Students Union (APPDSU) had met the students and teachers on Tuesday, and found that an unidentified student had used vulgar words in a piece of paper mentioning the name of the head teacher and a girl student, a release by APPDSU said.

The teachers demanded an explanation from all the 88 students of classes VI and VII, who were later made to undress before the other students as punishment, it said.

“The school authorities did not speak to the parents of the students before punishing them,” APPDSU president Nabam Tado said.

The Arunachal Pradesh Congress Committee (APCC) has condemned the incident and said such “heinous act” by the teachers might affect the students.

“Tempering with a child’s dignity is against the law as well as the constitution,” it said in a statement.

“To discipline a student is an attitude, character, responsibility and commitment of a teacher. Undressing a student is definitely not a corrective measure...Imposing such punishment is total violation of child rights, and more likely it may accelerate the risk of child abuse,” the party added.
