हस्तक्षेप'-आभार ------------------- RAJA PUNIANI

भारतमा गरिने नेपाली साहित्यमा लगालग देखा परेका छन् साहित्यिक आन्दोलनहरू। घोषितहरूमध्ये तेस्रो आयाम, सङ्क्रमण, लीला लेखन, विचलन, किनारीकरण। अघोषितहरूमध्ये चाहिँ प्रगतिवाद, स्वच्छन्दतावाद, जातियतावाद, राष्ट्रियतावाद, लोकवाद। आन्दोलनका यी थुम्का थुम्की पार गरिसकेको समकालीन पहरामा जनमुखी लेखनको आग्रह आह्वानमा जनलेखनको दिशामा थालिएको ताजा आन्दोलन हो 'हस्तक्षेप'। पब्लिकको सोच्ने सिस्टममा शासकीय हस्तक्षेपले उब्जाउने गुलामी मानसिकताबाट उम्कने आह्वान गर्दछ हस्तक्षेप। हस्तक्षेप आन्दोलन एक अर्थमा अथवा खासमा पाठकको दिमागी तन्त्रमा चलखेल गरिरहेको सत्तागत हस्तक्षेपमाथि 'सिर्जनात्मक हस्तक्षेप' हो। 'प्रतिहस्तक्षेप' हो। भन्दा छोटोमा 'हस्तक्षेप'।
मनोज बोगटी, लेखनाथ छेत्री, टीका भाइ, भूपेन्द्र सुब्बा सक्रिय अभियन्ता छन्। महेश पौड़याल (नेपाल), छुदेन काबिमो, प्रदीप लोहागुण, छेवाङ योन्जन, रवि रोदन, उमेश परियार, सूरज रोसूरि, राकेश क्रान्तिकारीहरू पछिल्लो समय हस्तक्षेप अपीलका सहयात्री बन्न आएका सम्भावनाशील प्रतिभाशाली सर्जकहरू हुन्।
हस्तक्षेपले आफ्नो सिर्जनाबाट हस्तक्षेप आग्रहको प्रदर्शन गरेको छ।
पोजिटिभ र नेगेटिभ दुवै प्रतिक्रिया कुनै पनि आन्दोलनको निश्चित प्राप्ति हो। हस्तक्षेप यसबाट अछुत होइन। तर छोटो समयावधिमै हस्तक्षेपले प्राप्त गर्नसकेको प्रतिक्रिया र मतामत अनि युवा सर्जकहरूमाझ यसको बहसले हामी मोटिभेटेड भएका छौँ। हस्तक्षेपमाथि टोलचर्चा, चियाचर्चा, चियोचर्चा, दारूचर्चाहरू चलिरहेका होलान्। तर साँच्चीकै मानेमा खाँट्टी पत्रचर्चाको जुन टड़कारो खाँचो थियो, त्यो एक हदसम्म पूर गरिदिएको छ 'अवलोकन'-को दोस्रो अंकले। डल्लै डुवर्सलाई प्रतिनिधित्व गर्ने पत्रिकाहरूमध्ये एक 'अवलोकन'। पत्रिकाको लेटेस्ट अंक बजारमा छ।
'समावेशी' लेखन-सँगै हाम्रो आन्दोलन 'हस्तक्षेप'-को औचित्य, सान्दर्भिकता र व्यावहारिकतामाथि जोड़दार पाठकीय जिज्ञासा राखिएको छ यसमा। पाठकलाई प्रतिनिधित्व गर्दै प्रश्नकर्ता सुधी समालोचक रूपेश शर्माले गहकिला र सारगर्भित सवालको कठघरामा उभ्याएका छन् हस्तक्षेप र समावेशी दुवै साहित्यिक जमर्कोलाई। यो विशेष उदात्त पहललाई हामीले हृदयबाटै स्वागत गरेका छौँ। किनभने, यो पदक्षेपले हस्तक्षेप आन्दोलन लिएर पाठकमा फैलिएको भ्रान्तिहरू केही र पाठकमा व्याप्त अन्योलताहरू केहीको निदानको एउटा खकुलो मार्ग प्रशस्त भएको छ। एक्टिभिस्ट, पत्रकार, सङ्गठनकर्ता, सर्जक रूपेश शर्मा र पत्रिकाको उत्साही सम्पादकीय टोलीलाई वशेष आभार।

Voluntary teachers burn effigy of GJM general secretary Roshan Giri

More than 200 voluntary teachers of primary schools in the hills yesterday burned the effigy of Gorkhaland Territorial Administration Sabhasad Roshan Giri in Darjeeling town and submitted a mass resignation from the Gorkha Janmukti Morcha, the party they were linked to.
Five hundred and nineteen teachers are presently serving voluntarily in 129 junior, high and higher secondary schools in the hills over the last 10-15 years. Now, these teachers, under the aegis of the Janmukti Insecure Secondary Teachers' Organisation (JISTO), want to be regularised. On July 8, the GJM disbanded the JISTO’s ‘movement committee’, a sub-unit that was spearheading the regularisation demand after it went vocal about the party leadership’s inability to solve the issue.
The JISTO had issued an ultimatum to the GJM and the GTA to find a permanent solution failing which the unit had threatened to leave the party. “He (Giri) should quit as a Sabhasad on moral grounds, as he has failed to help us. Of what use is the GTA if it cannot even solve small issues like ours?” said Amit Gurung, spokesperson for the voluntary teachers.
Giri is the GTA Sabhasad in-charge of the education department and is also the GJM general secretary. A rally was organised by the voluntary teachers after which Giri’s effigy was burnt in Chowk Bazar in protest.
The GJM general secretary though, was unfazed and said it was up to the voluntary teachers to do what they wanted. “If they (JISTO) want to burn my effigy, then who am I to stop them? If burning my effigy will fulfill them their demand, they are most welcome to do so,” retorted Giri when asked to comment.
On June 5, the GTA Sabhasad had met state education minister Partha Chatterjee in Kolkata and got an assurance that the process to regularise the voluntary teachers would be started as soon as the state’s chief secretary gave direction to that effect. However, before that, on May 20, the joint secretary of the state school education department wrote to the home and hill affairs department saying regularisation, absorption and appointment of voluntary teachers in the GTA could not be entertained until they secure their candidature through the West Bengal School Service Commission (SSC). But the SSC has remained non-functional since 2003 in the hills.

WE REMEMBER: A Great Indian #Gorkha Freedom Fighter Saheed Major Durga Malla

#बलिदान_दिवस को उपलक्षमा महान गोर्खा सपुत महानायक#अमर_शहीद_मेजर_दुर्गा_मल्ल लाई शत शत नमन।
Major DURGA MALLA was born on 1 July 1913 at village Doiwala in Dehradun district of Uttaranchal. Durga Malla had drawn inspiration from the poet and social reformer Subedar-Major Bahadur Singh Baral and the musician and playwright Mitra Sen Thapa. He was greatly inspired by the prominent Gandhian freedom fighters of Dehradun like Thakur Chandan Singh, Veer Khadagabahadur Singh Bisht, Pandit Ishwaranand Gorkha and Amar Singh Thapa. The Dandi March of Mahatma Gandhi in 1930 to violate “salt rule” started generating patriotic sentiments in the heart of Durga Malla, motivating him to take part in the freedom struggle.
At the time of the Satyagraha movement, Durga Malla was only a student of ninth class, but he was actively engaged in anti-British activities in his locality. He used to enter the Gorkha battalion area in the night with some of his friends to paste posters of freedom struggle. Sometimes, he participated in processions with freedom fighters. Due to his anti-British activities, his family was frequently subjected to severe interrogation by the British Government.
Durga Malla was in his youth in 1930.
The formation of the Indian National Army represented a milestone in the history of India’s freedom struggle. Durga Malla was one of those who played an important role in the formation of the Indian National Army. In 1942, he not only joined this Army with a patriotic zeal but also inspired his fellow men to join it.
Initially, Durga Malla was given the responsibility to mobilize volunteers for the Indian National Army from different Gorkha battalions. Later, by virtue of his patriotic feelings, his sense of duty towards his country and his valour, he earned promotion to the rank of Major.
When after the formation of the Provisional Azad Hind Government under the supreme command of Netaji Subhas Chandra Bose war was declared against the Allied Forces on 25 october 1943, soldiers of different branches of the Indian National Army were deployed on the fronts. Durga Malla was posted in the Intelligence Branch.
After his arrest, Durga Malla was kept in the prison at Red Fort, New Delhi as a prisoner of war. He was prosecuted by military court under section 41 of the Indian Army Law and section 121 of the Indian Penal Code. He was given death sentence by the Court Martial, the court of trial before which he was tried at Red Fort. That was the time when the imperialist British rulers were trying to suppress the Indian freedom struggle by all means. Therefore, before the death sentence was finally executed, the British authorities tried to coax Major Durga Malla into confessing the wrong and promised him grant of remission if he could do so. But it was against the wishes of Veer Durga Malla whose only objective was to get the country free. He preferred to embrace the gallows rather than accepting the proposal of the British rulers. All persuasions having failed, Durga Malla’s wife Smt. Sharda Devi was brought before him at the prison cell as the last resort. British authorities were of the opinion that she would persuade her husband to apologise. But Major Malla yielded to no devices of the British authorities.
On the contrary, he gave his wife his last words by saying. “Sharda, I am sacrificing my life for the freedom of my motherland. You need not be worried and distressed. Crores of Hindustanis will be with you after my death. The Sacrifice I am offering, shall not go in vain. India shall be free. I am confident, this is only a matter of time.”
On 25th August 1944, he was sent to the gallows.
Ever since, 25th August is observed all over the India by Gorkhas as#BALIDAN_DIWAS and we pay our homage to Saheed Major Durga Malla and several others who laid down their lives for securing freedom to our country.

Members of Kadamtala Youth Club, Siligiri observed Balidan Diwas on the Martyr date of 1st Indian origin Gorkha INA Martyr Saheed Major Durga Malla in the presence of D.PR.D.O. Pritam Limbu today.
The club members Robin Chhetri, Gautam lama, Rajesh Rai have been celebrating Balidan Diwas to bring about sensitization among the community people regarding the significance of Gorkha freedom fighters.
Mr. Abhiraj Subba member of the club and elected Panchayat representative said, "we are proud to announce that our young generation are now aware of our Community pride... so, This is a start to introduce and aware them about prime sacrifices which our Martyr has given for freedom movement."

Gurung quit statement a gimmick: CM - Mamata warns against armed movement

Mamata Banerjee today termed as "political gimmick" Bimal Gurung's recent announcement that he would quit the GTA within three months.
The GTA chief executive had said on August 18 that he would quit the hill body "in the next two to two-and-a-half months" and start an agitation for a separate state.
Gurung had told a news conference that he was making the statement without consulting other GTA Sabha members or the central committee of the Gorkha Janmukti Morcha.
Asked about Gurung's statement, Mamata said at Sukna today: "This is just a political gimmick because whenever an election approaches in the hills, such announcements are made, as if they are opting for a voluntary retirement scheme. Municipality elections are due in January or February next year in the hills. Panchayat polls are also scheduled for that time, after which election to the GTA will be held."
During the last phase of the Gorkhaland movement in 2013, Gurung had resigned as the chief executive of the hill body on July 30 but again assumed office on December 26 the same year.
Gurung had repeatedly been saying at almost every public meeting that he was not interested in any position. "If I was bothered about the GTA chair, I could have developed a very close relation with the state government and lived comfortably," Gurung said on August 18.
Mamata said today that there was no place for armed movements in a democracy. She said any armed movement in the hills would be dealt with according to the law.
"I am always in favour of development and against any armed movement. But it is under some influence or sometime even with the help of Delhi that such issues are raised, which I think common people of the hills will not support. So many tourists are expected to come to the hills during Durga Puja and Diwali, which will help generate income for traders and residents. In case there is an armed movement, the law will take its own course," she said.
Gurung hadn't said yet that he would launch an armed movement for Gorkhaland.
Asked about the kind of agitation he had in mind on August 18, the Morcha president said: "The type of agitation, its form, everything will be known as and when it is decided."
Addressing a public meeting in Darjeeling on August 7, the Morcha president had urged the hills youths to "talk their hearts out", making an indirect reference to a movement.
Today, Mamata didn't refer to any of those statements by Gurung.
She welcomed GTA Sabha chairman and Morcha vice-president Pradip Pradhan joining Trinamul Congress today.
"There are so many talented people in the hills. They should come forward and take part in the development of the hills, which are lagging behind in growth by more than 25 years. We are discharging our duties and responsibilities. If we get a chance in future, we will make the hills prosperous," said Mamata.
Mamata said she might visit Kalimpong in September. "There is an annual programme of Lepcha community in Kalimpong and apart from that, Kalimpong will be a new district. Keeping these things in view, I may visit Kalimpong next month," she said.
Asked about Mamata's comments: Morcha general secretary Roshan Giri said: "It is our right to decide when to resign or not. We don't need to seek permission from Mamata Banerjee in this regard."
He went on: "The demand of Gorkhaland has not been dropped and this has also been mentioned in the memorandum of agreement of the GTA. It is our constitutional and democratic right to demand Gorkhaland. Our agitation will be peaceful and democratic in nature."
Referring to Mamata's statement that municipal and panchayat polls would be held simultaneously early next year in the hills, he said: "We believe in democratic processes. Regarding, panchayat elections, it has been mentioned in the GTA agreement that a three-tier election will be held in the hills. We will welcome the three-tier election as we want the state government to honour the GTA agreement."

पूजा से पहले चाय श्रमिक फिर हुए एकजुट, निकाली रैली

दुर्गापूजा से पहले चाय श्रमिक यूनियनों के संयुक्त संगठन ज्वाइंट फोरम ने आंदोलन की गति तेज कर दी है. बुधवार को तराई-डुआर्स के चाय श्रमिकों को लेकर ज्वाइंट फोरम की ओर से सिलीगुड़ी के एयरभ्यू मोड़ से एक रैली निकाली गयी. यह सभी श्रम कार्यालय गए. ज्वाइंट फोरम की ओर से संयुक्त श्रम कमिश्नर को चार सूत्री मांगों से संबंधित एक ज्ञापन सौंपा गया. आज की इस रैली में तराई-डुआर्स के विभिन्न चाय बागानों से सैकड़ो चाय श्रमिक भी शामिल थे. सिलीगुड़ी के एयरभ्यू मोड़ से लेकर कॉलेजपाड़ा स्थित संयुक्त लेबर कार्यालय तक राज्य व केंद्र सरकार की श्रम विरोधी नीति के खिलाफ नारे लगाए गये. 
न्यूनतम मजदूरी, सबके लिए रोजगार, सामाजिक सुरक्षा, बंद चाय बागानों को खोलने, अस्थायी मजदूरों के स्थायीकरण आदि की मांग को लेकर श्रमिकों ने जम कर नारेबाजी की. ज्ञापन सौंपने आये श्रमिकों को संभालने व सुरक्षा को ध्यान में रखते हुए विशाल पुलिस बल की तैनाती  श्रमायुक्त कार्यालय में की गयी थी.
ज्ञापन सौंपने के बाद ज्वाइंट फोरम के राज्य संयोजक जियाउल आलम ने कहा कि तराई-डुवार्स के चाय श्रमिकों ने अत्याचार के खिलाफ एक प्रतिवाद रैली निकाली है. पिछले तीन वर्षों से चाय श्रमिकों को राज्य सरकार धोखा दे रही है. राज्य व केंद्र की सरकार श्रमिकों को खाद्य, न्यूनतम मजदूरी आदि जैसे मौलिक अधिकारों से वंचित कर रही है. 
पिछले एक अरसे की लड़ाइ के बाद राज्य सरकार न्यूनतम मजदूरी की मांग को लेकर कमेटी बनाने के लिए बाध्य हुयी. कमिटी गठन के दो वर्ष गुजर जाने के बाद भी सरकार कोइ साकारात्मक कदम नहीं उठा रही है. एक बार ही कमेटी की बैठक सिर्फ आधे घंटे के लिए हुयी. इस बैठक में भी बागान मालिकों ने न्यूनतम मजदूरी कानून मानने से साफ इनकार कर दिया. राज्य सरकार की इस उदासीनता को देखकर चाय श्रमिकों में सरकार के खिलाफ रोष है. इसी प्रकार की मानसिकता केंद्र सरकार की भी है. 
विधानसभा चुनाव से पहले केंद्र की भाजपा सरकार ने डुवार्स स्थित डंकन्स के सात चाय बागानों का अधिग्रहण किया. आठ महीने गुजर जाने के बाद भी एक भी बागान के खुलने के आसार नहीं दिख रहे हैं. उत्तर बंगाल के सबसे प्रमुख चाय उद्योग व चाय श्रमिकों की दुर्दशा पर केंद्र और राज्य सरकार कोई ध्यान नहीं दे रही है. राज्य व केंद्र सरकार अपनी जिम्मेदारियों से भाग रही है. उन्होंने कहा कि देश में एकमात्र चाय श्रमिको को ही उनके घर का मालिकाना हक नहीं मिल रहा है.
इसके अतिरिक्त जीविका, खाद्य, न्यूनतम मजदूरी, आदि मौलिक अधिकारों से भी उन्हें वंचित किया जा रहा है. राज्य व केंद्र सरकार तो एक तरफ, इन्हीं मजदूरों के कंधे पर खड़े होकर करोड़ो रूपए मुनाफा कमाने वाले बागान मालिकों ने भी श्रमिकों के साथ अत्याचार शुरू किया है. बात-बात पर बागान बंद कर श्रमिकों को राम भरोसे छोड़कर चले जाते हैं. श्री आलम ने बताया कि बीते चार अगस्त को ज्वाइंट फोरम द्वारा आयोजित एक सभा में इस आंदोलन को आगे बढ़ाने का निर्णय लिया गया. उसी के तहत आज संयुक्त लेबर कमिश्नर को ज्ञापन सौंपा गया है. 
बागान मालिकों के साथ राज्य व केंद्र सरकार श्रमिकों से संबंधित सभी विषयों को नजरअंदाज कर रही है. राज्य व केंद्र सरकार की इन्हीं श्रमिक विरोधी कानून और चाय श्रमिकों की कइ मांगों को लेकर  2 सितंबर को भारत बंद का एलान किया गया है. आज की इस रैली में सीटू नेता समन पाठक, कांग्रेस समर्थित आईएनटीयूसी नेता आलोक चक्रवर्ती सहित तराई व डुवार्स के कइ चाय श्रमिक संगठन के नेता उपस्थित थे.
100 करोड़ के पैकेज का ढिंढोरा
राज्य की मुख्यमंत्री ममता बनर्जी द्वारा सौ करोड़ के पैकेज पर जिआउल आलम ने कहा कि वर्ष 2012 में केंद्र सरकार ने 12वीं योजना के तहत राज्य सरकार को ये पैसे दिये थे. उसी रूपए को लेकर मुख्यमंत्री पैकेज का हल्ला कर रही हैं. राष्ट्रीय खाद्य सुरक्षा योजना व राज्य के खाद्य साथी योजना के संबंध में श्री आलम ने कहा कि चाय श्रमिकों को खाद्य जैसे मौलिक अधिकारों से भी राज्य सरकार वंचित कर रही है. राज्य सरकार ने श्रमिकों के खाद्य की पूरी जिम्मेदारी बागान मालिकों के हाथों में सौंप दिया है. श्रम विभाग की मनाही के बाद ही खाद्य एवं आपूर्ति विभाग ने यह निर्णय लिया. 
20 प्रतिशत से कम बोनस मंजूर नहीं
ज्वाइंट फोरम ने इस बार भी 20 प्रतिशत पूजा बोनस की मांग की है. हालांकि पिछले वर्ष पूजा बोनस को लेकर श्रमिकों के आंदोलन की वजह से कइ चाय बागानों में ताला लटक गया था. इस संबंध में जिआउल आलम का कहना है कि एक भी चाय बागान पूजा बोनस को लेकर बंद नहीं हुआ था. 
पिछले वर्ष पानीघाटा और कुमलाई चाय बागान ही बंद हुआ था. इसके भी कारण अलग थे. बागान मालिकों ने बैंक से काफी कर्ज ले रखा था, नहीं चुका पाने की स्थिति में बागान बंद कर चले गए. पूजा बोनस श्रमिकों का अधिकार है. इस बार भी 20 प्रतिशत पूजा बोनस की मांग की गयी है. बागान मालिकों को पूजा के चार सप्ताह पहले बोनस देना होगा.
